MINUTES/PUBLIC SAFETY COMMITTEE
Monday, October 24, 1994 - 3:45 p.m.
Members present: Johnson, Sande.
1.
Application for special alcoholic beverage permit:
a) Ramada Inn at First National Bank on October 27.
A rep. of First National Bank was present, and stated the event is at First National Bank (lobby) from 4:00 to 7:30 p.m. for investors, and they will provide security. Moved by Sande and Johnson to approve the application, subject to review and approval of the city attorney. Motion carried.
2. Request to hold 1994 Arthritis Foundation Jingle Bell Run
on Sunday, November 20, 1994.
Chief Paschke stated they have no problem with request. Moved by Sande and Johnson to approve. Motion carried.
3. Matter of removing no-parking zone signs north of UND campus
due to proper street widths and difficult parking situations.
It was noted that Council Member McCabe who had requested that parking be reinstated on the two block area on 5th Avenue North would not be attending today's meeting. A rep. of UND police reported that width measurements of that portion of the street is 27 ft. and with amount of traffic flow, cramped and dangerous to remove no-parking regulations, would only gain 8-9 parking spaces; conditions worse in winter. He also noted that there are two parking lots available for students and staff.
The recommendation from John Thompson, traffic engineer, was that the 26' roadway width provides two 13-ft. lanes for through traffic at present, that parked cars would take approx. 7-9 feet of roadway width reducing the available lane width from 13 ft. to between 8.5' to 9.5', and that 10' is the minimum he would recommend for two lanes of through traffic.
Moved by Sande and Johnson to receive and file. Motion carried.
4. Matter of parking close to intersection on 24th Avenue South
and South 22nd Street.
Council Member Babinchak reported that because of activities at Bringewatt Park and vehicles parking too close to inter- sections a traffic hazard exists for children and motorists etc. crossing streets. After some discussion it was moved by Sande and Johnson to remove parking on the north side of 24th Avenue South from 80 ft. east of S. 22nd Street to 60 ft west and on south side of 24th Ave.S. from the crosswalk to Bringewatt Park 80 ft. to the west. Motion carried.
5. Matter of possibility of removing parking on 27th Avenue
South from Parkview Terrace to South 25th Street.
Roger Wyman presented request, that "no-parking signs on north side of street were removed, and cars are parked on both sides of South 25th Street. Mr. Thompson reported those signs

private signs which were taken down by the City. He recommended
removal of parking at driveways only or along entire property frontage on the north side of 27th Ave.s. at the Parkview Terrace Complex.
The committee stated that there should be standard "no parking" rule adj. to driveways, etc. and that concern be brought to the attention of the Planning Commission; there are problems all over re. high volume driveways.
Moved by Sande and Johnson that we remove parking on the south side of 27th Avenue South from 40 ft. east of the Parkview Terrace east driveway to 20 ft. west of the west driveway Motion carried.
6.
Applications for gaming permits:
a) Ben Franklin PTO - bingo and raffle 11/21/94
b) Phi Beta Lambda (Tau Phi Chapter) - raffle 12/08/94
c) Occupational Therapy Dept., UND - raffle 12/09/94
d) Independent Order of Odd Fellows and Aux., raffles 12/21/94, 2/27 and 5/22/95.
e) notification of change in name - Prairie Public Bingo to
Dakota Skies Bingo
f) Grand Forks Lions Club - site auth. at 303 N. 3rd Street for period ending 6/30/95.
g) Grand Forks Lions Club - site authorization at 309 N. 3rd
Street (Kelly's Bar) for period ending 6/30/95.
All applications with exception of d) and g) had been reviewed and approved by the city attorney. Moved by Sande and Johnson to approve applications, contingent upon review of city attorney. Motion carried. (committee only).
7.
Temporary and overtime statement as of September 30, 1994.
The committee reviewed the statement. Moved by Sande and Johnson to approve. Motion carried. (committee only)
8.
Request by fire department to allow parking on 5th Ave.S.
Asst. Chief Phelps requested removal of no parking regulations on 5th Avenue South adj. to central fire station. Moved by Sande and Johnson to remove no-parking signs on the south side of 5th Avenue South, subject to agreement with Northern States Power Company. Motion carried.
9. Application by Town House Motor Inn, Inc. for special permit
to sell alcoholic beverages at 121 North 5th Street.
An application from the Town House to cater wedding reception at 121 North 5th Street, D.J.'s, on October 28, was presented to the committee.
There was some discussion relative to time frame in which applications received and date of the event, that applications

require council approval, but are not submitted to the auditor's office in time to receive that approval, and that alcoholic beverage license holders be notified of City regulations, as well
as other interested parties, i.e., D.J.'s, etc.
Moved by Sande and Johnson to approve application, subject to review and approval of the city attorney. Motion carried.
