MINUTES/PUBLIC SAFETY COMMITTEE
Monday, November 28, 1994 - 3:45 p.m.
Members present: Hoeppner, Johnson.
1. Matter of snowmobile issue at 1407 Lewis Blvd. (trespassing
on property).
It was noted that the committee had considered this matter in the past and had installed fencing. John Thompson, traffic engineer, recommended installation of snow fencing between the northeast parapet of the Kennedy Bridge and the picket fence at 1407 Lewis Blvd. Moved by Johnson and Hoeppner to accept recommendation of the traffic engineer. Motion carried.
2. Matter of replacing green light on DeMers Avenue by Central
Fire Station with flashing yellow.
Chief Paschke had suggested replacing of the green light with yellow caution as warning to east/west traffic that something may change. Mr. Thompson reported light now sits green until fire call received; that to upgrade light as suggested to allow a flashing yellow indication on DeMers to transfer to green-yellow-red operation and proceed back to flashing operation would cost an est. $7,000 (to replace controller and controller cabinet); and that justification, budget, and concurrence from NDDOT must be in place prior to making the change. It was also noted that change would take 5-10 seconds longer. Mr. Thompson also reported that during reconstruction of DeMers they had requested upgrading and DOT denied and reinstalled old equipment. Mr. Johnson suggested leaving light as is with flashing yellow light as advance warning.
Moved by Johnson and Hoeppner that the traffic engineer obtain accident history, etc. at this location, and to report back to committee. Motion carried. (Held in committee)

Applications for gaming permits:
a) Viking School PTO
b) ArtWise - raffle
c) Grand Forks County Water Rescue
It was noted that applications a) and b) had been reviewed and approved by the city attorney, c) had not. Moved by Johnson and Hoeppner to approve a) and b) and to approve c) upon review and approval of the city attorney. Motion carried. (comm. only)
4.
Budget amendments.
a) Fire Department - $8,000 (to transfer funds from Clothing and Medical exams to cover overtime wages.
Moved by Hoeppner and Johnson to approve and to introduce ordinance for first reading. Motion carried.
b) Emergency Management - $1,059 - to transfer funds from 1993 cash carryover to cover cost of 3 pagers.
Moved by Johnson and Hoeppner to approve and to introduce ordinance for first reading. Motion carried.

Temporary and overtime statement for October, 1994.
The committee had reviewed the statement. Moved by Johnson and Hoeppner to approve the statement. Motion carried. (committee only)
