MINUTES/PUBLIC SAFETY COMMITTEE
Monday, December 19, 1994 - 7;00 p.m.
Members present: Hoeppner, Johnson, Sande.
1. Matter of grants for funding of police officer positions
(Cops on the Beat, Cops Fast, etc.)
Chief Paschke reported he had been in Bismarck for meeting on 14th, that Director of Bureau of Criminal Investigation spoke on Crime Bill; and that there are lot of grants within the Crime Bill (Violet Crime Control and Law Enforcement Act of 1994) and would be interested in Cops on the Beat. He reported Cops on Beat requires 25% match and is a 3-year program; after 3 years match goes up to 50%, etc. He also stated that submitting application doesn't mean will receive award and even if receive award do not have to accept. He stated that under COPS on the Beat Program officer will be dedicated to community policing effort, that no standards have been set, and that Phase III coming out next year. He reported that City must demonstrate no other funds available to hire police officers; that they can put in application before December 31 and still have time to make decision whether to accept grant. He reviewed costs: Federal Govt. would pay 75% or up to $75,000 for three years; an officer would cost - for three years' salary, clothing and equipment, initial training, etc. - $113,616, however, this doesn't include overtime, annual training, vehicle, etc.; City's cost $37,872.00 for three years per officer. He also advised committee if they do go into program, they would possibly assign someone with training and experience to that position.
Moved by Sande and Johnson that we submit application for funding for one officer under this program. Motion carried.
Chief Paschke stated that they will seriously consider looking for monies re. mobile data terminals, improving communication systems, records, etc.

Applications for gaming permits:
a) West Elementary School - raffle on January 17.
b) Rocky Mountain Elk Foundation - raffle on March 25.
It was noted that both applications had been reviewed and approved by the city attorney. Moved by Johnson and Sande that the applications be approved. Motion carried. (comm. only)
3.
Applications for taxicab and airport limousine licenses.
It was noted this is for renewal of current licenses (Nodak Radio Cab Co., Grand Forks Taxi Co. and First Class Limo). Moved by Sande and Johnson that the applications be approved. Motion carried.
4. Matter of request for four-way stop signs on the corners of
4th Street and Fenton Avenue.
Chairman Hoeppner reported he had talked with John Thompson, traffic engineer, to do study and to bring back next Tuesday,

5. Request from First Night Greater Grand Forks steering comm. for permission to locate four portable toilet facilities on
sidewalk on SE corner of City Center Mall on Dec. 31.
Copies of communication from Sheila Bruhn, chairman, requesting authorization to locate portable toilets on public sidewalk on southeast corner of City Center Mall on Saturday, December 31, for New Year's Eve celebration were distributed to the committee for their consideration. Moved by Sande and Johnson that we grant the request. Motion carried.
