MINUTES/URBAN DEVELOPMENT COMMITTEE
Tuesday, January 11, 1994 - 12:00 noon
Members present: Lien, Carpenter, Hanson.
1.
Matter of CDBG funding for 1994-95.
John O'Leary, Executive Director of Office of Urban Development, reported that they were notified on Friday that they will be receiving $605,000 in CDBG monies, which is $50,000 more than last year.
Hanson reported present.
2. Matter of bidding of Housing Authority houses in Burdick's
Resubdivision.
Mr. O'Leary reported they have enough funds to do 11 houses; that part of the infrastructure is in, with balance to be constructed in the spring; and in February will go to Planning and Zoning Commission with redevelopment plan for the area - outline of where houses sit, etc. Curt Siewert presented plans for the five basic floor plans (with modifications), all plans adaptable for handicapped. The five basic plans are for single family houses, two-story, story and half, split foyer, and split level, at est. cost of $110,000 ea. including lot; and that these will be 3 or 4 bedroom houses, with 2 car garage; developers are not building 3 and 4 bedroom rental units. It was also noted that this will be assessed taxable property, and they are going to do tax increment bonds for the project. There was some discussion re. selection process of tenants (low to moderate income will pay 30% of income, based on income levels). Mr. O'Leary stated this is investment for Housing Authority, at end of 20 years they will have free and clear title, can continue to operate, sell, etc.; and another of the advantages of the project is to decentralize low-income people from housing project into single-family homes. Mr. Siewert reported they will be setting up various bidding packages.
The committee suggested that a presentation of the project be made to the council at an informational meeting to be scheduled
for next week.
After further discussion it was moved by Carpenter and Hanson that we authorize proceeding with bids. Motion carried.
3.
Matter of Home Program.
Mr. O'Leary reported that the Home Program had $30,000, and Curt Siewert wrote letter to the State requesting funds for 415 North 3rd Street. (Information only)
