MINUTES/URBAN DEVELOPMENT COMMITTEE
Monday, April 18, 1994 - 4:00 p.m.
Members present: Lien, Hanson.
1.
Matter of engineering bill for Gateway Drive sign.
John Staley, Park Board, reported they had received $2800.00 engineering bill for Gateway sign project, money had been appropriated for the project (Gateway Drive Assn. was sponsor); and that Convention & Visitors Bureau wanted to put in center, and sign to be part of that project, and funds re-allocated. Mr. Staley reported that the new trees portion of the DeMers Avenue new and replacement treet project won't get done this year. Moved by Hanson and Lien to transfer $2800 from the DeMers Avenue new and replacement tree planting project to the Gateway Drive sign project. Motion carried.
2.
Matter of Adopt-an-Area sites.
Mr. Staley asked for designation of sites for the Adopt-An-Area project, and that prior to starting project they would send listing to the engineering and planning offices for clearance, etc. Moved by Hanson and Lien that the following sites be designated: University and 42nd Street; Columbia Road and 2nd Avenue North; North Washington Street and 8th Avenue; and 32nd Avenue and Columbia Road, with condition that one bed be held at the 32nd Ave.S. and Columbia Road site. Motion carried.

Award of bids for Burdick's Resubdivision.
John O'Leary reported they had received funding from HOME, $500,000 to build new houses for low and moderate income people, rental or owner occupied; build and do lease purchase agreement with the builder. He reviewed project, hiring of architect as required added additional $50,000 to project to design houses; EAPC selected, that City purchased property through different grant at I-29 and University Avenue; $250,000 to buy from Development Foundation, neighbors objected because put in low priced houses; letters from UND received because didn't want low income houses. He reported they sent instructions to EAPC, needed 4-bedroom houses with no glitz; good solid construction, low maintenance; at end of 20-years Housing Auth. will own these houses. He reported there has been cost increase since first started the project - $85-90,000 when started, now $93-94,000 to $105-108,000 per house. Questioned how reduce price?, had specified commercial sheet rock, will change - as well as commercial insulation and lighting with change orders; however, running out of time, can rebid but doubts will change; late in the year and contractors busy. He stated neighbors comfortable with aesthetics, rent goes to Housing Authority (rents - one-third of salary); and at end of 20 years sell the houses; would like to see youth program at every complex.
Curt Siewert submitted bid tabulation with updated numbers on different types of houses, and reviewed with the committee. Mr.

Hagness commented on high cost of lots. Mr. O'Leary reported they are doing landscaping, buffering area, along I-29 and University Avenue, which is figured into lot costs.
Moved by Hanson and Lein to award bids for construction of 11 houses in Burdick's Resubdivision as follows: a) Sherlock Homes, $413,500.00; b) GHC, $63,357.00; c) Braseth Plumbing & Heating, Inc., $72,300.00; d) Ron's Electric, Inc., $44,953.00; e) Diversified Contractors, $95,263.20; f) GF Heating, Inc., $42,427.00; g) Lumber Mart, $271,598.82; h) Pella Windows, $34,993.00; and i) Associated Plumbing, $13,048.00, for a total of $1,051,440.20. Motion carried.
