MINUTES/URBAN DEVELOPMENT COMMITTEE
Monday, October 17, 1994 - 7:15 p.m.

Members present: Beach, Glassheim, Hanson.

1. Matter of flood relief applications.
John O'Leary, exec. director of Urban Development, reported that at last meeting they had discussed matter of disclosure of individuals from City who applied for flood relief. Howard Swanson, city attorney, submitted copies of the proposed resolution which identifies that the City, through its Community Development Office, is administering the program and among applications are some employees of the City, that these employees not involved in decision making process, and does not constitute a conflict of interest, and will be considered under guidelines of the City and appear to be in the same class as those who are eligible to generally receive the benefits of the program.

Moved by Glassheim and Hanson to recommend adoption of the resolution disclosing potential conflicts of interest.

Mr. Beach asked to be excused from voting on this matter. Moved by Glassheim and Hanson that Mr. Beach be excused from voting. Motion carried.

Upon call for question, motion carried; Beach excused from voting.

2. Matter of revised schedule for CDBG and Community Needs
Programs.
Mr. O'Leary submitted revised schedule for review of applications for CDBG and Community Needs programs, had scheduled November 11, which is a holiday, as deadline for accepting applications at the Urban Development Office, and submitted the revised schedule as follows:
Week of October 17-21 Application forms sent out
Week of October 17-21 Public notice published
November 10 Aps. due at Urban Dev. office
Week of November 14-l8 Aps. processed and copied
Week of November 21-25 Urban Dev. Comm. reviews aps.
November 29 Public hearing on Public Service and
Human Needs aps.
December 13 Public hearing on Community Needs aps.
December 19 Final action by Council on Human Needs,
Community Needs and Public Service aps.

Moved by Hanson and Glassheim to approve revised schedule. Motion carried. (comm. only).
