MINUTES/PUBLIC SAFETY COMMITTEE
Monday, January 9, 1995 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Request to remove parking on the north side of the south leg of Primrose Court.
Cathy O'Keefe, 3398 Primrose Court, presented petition representing 12 properties on Primrose Court requesting no parking on the north side of Primrose Court from 3398 Primrose Court to 3376 Primrose Court; and stated there is low-income apartment complex across street and tenants are parking on north side of the street, parking in front of mail boxes (which stops mail delivery), overlap driveways, etc. She stated there are lot of children in the neighborhood, street heavy traveled, and there have been several accidents in the last several months. John Thompson reported street constructed to provide parking on both sides; Mrs. O'Keefe stated there's enough room in summer but problem in the winter. She also stated there's parking on the south side and stalls provided in parking lot. Moved by Sande and Johnson that we remove parking as requested. Motion carried.

2. Request from Grand Forks Public Schools for "loading/unload-
ing" zone on North 5th Street side of Central High School,
and installation of "flashing light - 15 m.p.h." at inter-
section of North 5th Street and 2nd Avenue North.
Gordon Opstad. principal Central High School, and Keith Lieberg, safety officer for the school district, were present, and stated that population at Central High School will increase to about 1500 next year, approx. 400 9th graders who will not be driving which creates different situation, concern as to where students dropped off, etc., would like school side of 5th Street, half of that block (on 5th adj. to School) already designated as loading/unloading zone. He stated that parents also expressed concern about kids parking in civic auditorium lot and crossing 5th Street at 2nd Avenue. He stated they feel it's important and necessary to slow traffic during high pedestrian times.

Chairman Hoeppner read recommendation from traffic engineer to conduct study before making any decision. Mr. Thompson stated he could have study done in next 2-4 weeks, gap study based on amount of time left for crossing.

Moved by Johnson and Sande that a warrant study be conducted and be brought back to committee for consideration within 4 weeks.

There was also some discussion re. classes being staggered (with 7:30 a.m. start for upper students); communication from the traffic safety officer for the School District dated May 5, 1988 stating that with closing of 2nd Avenue North and with School no longer utilizing the Central Y-Annex there would be no further need for traffic lights at 2nd and 5th; and funding should a light be warranted. Mr. Thompson stated cost for light approx. $15,000, and if get solid warrant, would request funds through

Traffic Safety Program with possible 90-10 match.

Motion carried.

3. Applications for gaming permits:
a) Forks Friends of NRA - raffle February 4
Tom Reiten, 1207 Lincoln Drive, spoke in behalf of Forks Friends of NRA (National Rifle Assn.), that they would like to request exception of the two-year existence rule and recognition of their organization as public spirited organization. He stated this organization new to Grand Forks but not to the State of North Dakota, that they have held fund raising events in Fargo and Dickinson. He stated they represent stable organization, new but going to be around for long time, important to hold raffle in conjunction with annual dinner, etc, funds used to support grant programs (50% raised returned to State) in support of safety and youth programs. He also stated that majority of their members are former hunter safety instructors.

Moved by Johnson and Sande to waive the two-year existence requirement, recognize this organization as a public-spirited organization eligible to conduct games of chance, and to approve the application for permit. Motion carried.

b) St. Mary's Home & School Assn. - raffle February 3
c) J.Nelson Kelly School - bingo February 3
d) Grand Forks Hockey Assn., Inc. - raffle March 19
e) Lake Agassiz PTO - bingo February 6
f) Northern Valley Labor Council AFL-CIO - raffle April 28
It was reported that all applications had been reviewed and approved by the city attorney. Moved by Sande and Johnson to approve the applications. Motion carried. (committee only)

4. Request to call for bids for mosquito control and chemicals.
Don Shields, director of health department, and Richard Klockman, environmental health, appeared and presented two bid packages - one for equipment used in mosquito control, est. cost $28,000; and one for chemicals, est. cost $37,000, to implement program recommended by the mosquito control sub-committee and approved by council in December. Mr. Shields reported funding from carryover from 1994 of $41,000 and through revenue generated with the monthly utility bills, February through July, and which will generate $120,000. He stated they may need to increase or decrease quantities depending upon how wet a summer we have.

There was some discussion re. specifications for equipment(ultra low volume cold aerosol insecticide generators and Arro-gun cannon), and Mr. Klockman reported they are still checking on available storage location of the equipment.

Moved by Johnson and Sande that we call for bids on mosquito

control equipment and chemicals. Motion carried. (comm. only).

5. Matter of budget amendment - Narcotics Grant revenue.
Chief Paschke asked that this matter be held until the next meeting.

6. Matter of placing advance warning signs - curve - at entry to
Point Bridge.
John Thompson reported he had received request for installa- tion of curve sign to be posted at base on west side of Point Bridge. Moved by Sande and Johnson to authorize installation of the advance warning sign of curve ahead on entry to Point Bridge. Motion carried. (committee only)
