MINUTES/PUBLIC SAFETY COMMITTEE
Monday, February 13, 1995 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Request from the Praise God Parade Planning Committee for
permit to hold parade on May 7, 1995.
Jim Wetterlund, 621 22nd St. NW, East Grand Forks, reported that parade same as in the past several years (alternate date of May 14); Chief Paschke recommended that they use only one lane of the street as they have done in the past also; Mr. Wetterlund agreed. Moved by Sande and Johnson that we approve the request for parade permit. Motion carried.

3. Request to remove parking on east side of 14th Avenue North
from 1st Avenue North to the alley.
Charles and Betty Barkie, 1323 1st Avenue North, requested removal of parking to prevent local auto repair business from using the street for parking of vehicles; that when street cleaning equipment goes through they have to go around cars parked on street, and they have to put up with snow, dust, etc.; when exiting alley cars obstruct view of on-coming traffic; cars blocking driveway; that Mr. Olson was to have added onto parking area, however, they still have a problem. They also stated there was damage to tree in their yard and to garbage rack.

It was noted that this is truck route to Dyke Avenue.

Rod Olson, Olson Auto Repair, 1322 Dyke Avenue, stated that there have been cars parked along there because add-on not completed, that a lot of cars belong to construction workers; and when completed will have 8 or 9 parking spots, is trying to resolve the problem. He stated that construction should be complete within a week. He also noted there are some apartments on 1st Avenue who use street also, that other residence on 14th Ave.N. is his and removal of parking would be harmful to him.

Moved by Sande and Johnson to hold for one month until have experience with fully completed garage and suggested that Barkies take up damage to trees with contractor. Motion carried. (committee only)

2. Request by Grand Forks Sertoma Club for July 4th Duck Race
and fireworks show.
David Keller and Kyle Whitcomb representing Sertoma Club, presented formal written plan and map of area, which is basically same plan as last year, that they are working with Air Base people for security, etc. and with police department. He also stated that they do not have all the events scheduled and will be holding more events on east side of the river this year. Moved by Johnson and Sande to grant the request for the duck race and fireworks show. Motion carried.

4. Request from Grand Forks Public Schools for "loading/unload-

ing" zone on North 5th Street side of Central High School,
and installation of flashing light - 15 mph at intersection
of North 5th Street and 2nd Avenue North.
The recommendation from John Thompson, traffic engineer, was presented: that the city engineering department forward a request for review and concurrence of the pedestrian warrant study and request safety project funding from NDDOT; that Central High School provide a written plan of action to obtain compliance and eliminate the jaywalking across North 5th Street; install additional signing to extend the existing loading and unloading area to include the entire block between 1st and 2nd Avenues on the east side of North 5th Street; post the west side of North 5th Street for 2-hour parking between University and 1st Avenue North, excluding the existing 15-minute parking zones and "no parking here to corner" areas; and proceed with the construction of yellow flashing beacons after concurrence from the NDDOT, funding, and review of pedestrian compliance plan submitted by Central are completed. Gordon Opstad, principal of Central High School, stated recommendation sounded excellent.

Mr. Thompson reviewed pedestrian study showing number of pedestrians, pedestrian delays, etc. and meets warrant for flashing lights. He also asked School for cooperation in providing education of students re. jaywalking problem. Mr. Johnson suggested including in student handbook and during orientation of new students. Mr. Thompson stated he will be submitting full study to State within a week.

There was some discussion re. two-hour parking versus all-day parking on west side of 5th Street, and parking problem during events at gym; committee recommended leaving parking as two-hour and School could bring in proposal for all-day parking later if they need it changed. The committee also noted that parking not enforced on Saturdays or evenings when most events held at the gym.

After further discussion Sande and Johnson moved the recom- mendation of the traffic engineer. Motion carried.

5. Matter of replacing green light on DeMers Avenue by Central
Fire Station with flashing yellow.
Chief Paschke stated he had brought matter to the committee; thought flashing light more appropriate. Mr. Thompson reported that accident survey did not indicate problem at this location. It was also noted that the cost to change signal control est. at $7-8,000 for equipment, etc. Moved by Sande and Johnson to receive and file. Motion carried.

6. Applications for gaming permits:
a) American Native Student Assn. - raffle on April 9
b) Belmont Babycare - raffle on April 11

c) AARP, Chapter #1389 - raffle on June 23
d) Assn. of Undergraduate Geologists, UND - raffles February 24 and March 3.
It was noted that all applications had been reviewed and approved by the city attorney. Moved by Johnson and Sande to approve the applications. Motion carried. (committee only)

7. Matter of budget amendments.
a) Health Department (Radon Grant) $2,250
b) Mosquito Control, $161,470 (1995 budget)
c) Knight Foundation Grant (Immunization Grant), $14,400
d) Health Dept., HIV/AIDS Education Grant cash carry-over, $12,000.
e) Health Dept, $159.00, 1994 income over expenses carryover to 1995
f) IAP Grant, $7,380, additional funding.
Don Shields reported these amendments are new grants or increases in grants to assist in some of their activities.

g) Narcotics Inv. Grant, $116,400.
h) Police Dept., Narcotics Task Force overtime grant, $3,000.
i) Police Dept., $2,264 -transfer 1994 cash carryover to replace carpeting in portion of main floor.
Chief Paschke reported that Narcotics Inv. Grant is federal grant in the amount of $83,808 with matching funds by 3 agencies, City, County and UND.

Moved by Sande and Johnson that the budget amendments be approved. Motion carried.

8. Request for controlled burn of native plant area at Columbia Road overpass.
Member Sande presented proposal in behalf of Grand Forks Park District and Master Gardeners for controlled burn of native plant areas in triangles between on/off ramps at Columbia Road overpass on a Sunday in April; that they have had no problems in the last two years; that they have contacted the fire, health and police departments and foresee no problems. Moved by Hoeppner and Sande to approve. Motion carried.
