MINUTES/PUBLIC SAFETY COMMITTEE
Monday, February 27, 1995 - 3:45 p.m.

Members present: Hoeppner, Johnson.

1. Request for handicapped parking space at 17 1/2 S. 4th St.
Chairman Hoeppner read the recommendation from the traffic engineer as follows: that this block already has 2 handicapped stalls in place at this time, that the applicant does not own a car and is requesting the space for delivery of groceries and pickup and drop off; and that he will contact Success Unlimited (personal assistants) and inform them of proper procedure for legal double parking in the downtown area; and recommended to receive and file. It was moved by Johnson and Hoeppner to receive and file. Motion carried.

2. Matter of parking on 6th Avenue North between Boyd Drive and
Stanford Road.
Joseph Lewandowski, 3618 6th Avenue North, and Timothy Goetz, 3612 6th Avenue North, were present. Mr. Lewandowski asked whether street is to be widened in the 6th Ave.N. reconstruction project, that they have limited parking now and would like to have on-street parking, that in other areas of town collector streets have parking. He also stated they will lose 4 ft. of berm in widening of street and lose that parking also; however, that was not concern if they would be able to park on the street. He also stated that if the street is widened, speed of traffic will increase. He also stated they called repeated, told they would get back to them (residents) and they never did.

Mr. Goetz, stated that a couple of blocks down, apartments use street for parking.

John Thompson, traffic engineer, stated that plans for reconstruction of 6th Avenue North in final stage of approval, that section of street is 3 lane, with one lane either way and turning lane in the center; that there is no parking on this street at this time, and that parking on the west will be discontinued. He stated one option or alternative is to move sidewalk closer to house and look to utilizing berm; however, parking not allowed on berm in residential area. He stated that roadway designed to accommodate traffic and can't jeopardize project to include parking.

Tom Hanson, WFW, stated that concept report spoke to no parking on 6th Avenue North, that parking would be visual obstruction and impact flow of traffic; that enforcement issue completely separate issue; that plan calls for no parking for the entire length of street, and that he wouldn't recommend any change.

Johnson asked residents if they were interested in having parking in area between street and sidewalk be replaced; and they stated they would not want to move their sidewalks.

Moved by Johnson and Hoeppner not to recommend parking on 6th
Avenue North. Motion carried.

3. Application by Schoeppner Shows for carnival permit at South
Forks Plaza May 4-14, 1995.
It was noted that the applicant has held carnivals at South Forks Plaza for past several years. Chief Paschke reported his department had no objection; nor did Mr. Shields of the health department, who stated he was not aware of any problems. Moved by Johnson and Hoeppner to approve. Motion carried.

4. Applications for gaming permits:
a) Ben Franklin PTO - bingo 4/20/95
b) Kappa Chapter of Pi Theta Epsilon, UND, raffle 4/23/95
c) UND Society of Women Engineers - raffle 4/22/95
d) United Hospital - raffle 3/25/95
e) Friendship Place - raffle 6/18/95
f) Arthritis Foundation, Dakota Chapter - raffle 7/29/95
g) Valley Memorial Homes - raffle 5/19/95.
It was noted that all applications had been reviewed and approved by the city attorney. Moved by Johnson and Hoeppner to approve the applications and grant the permits. Motion carried. (committee only)

5. Temporary and overtime report for January, 1995.
Moved by Hoeppner and Johnson to approve. Motion carried. (committee only).
