MINUTES/PUBLIC SAFETY COMMITTEE
Monday, March 13, 1995 - 3:45 p.m.
Members present: Hoeppner, Sande.
1. Matter of review of parking problem on N. 14th Street from
1st Avenue.N. to the alley.
Charles and Betty Barkie, 1323 1st Avenue North, stated there is still a problem and that cars are parked there every day. Rod Olson, Olson's Auto Repair, 1322 1/2 Dyke Avenue, reported he installed extra parking, he has customers dropping in and could affect his business if no parking close by and customers have to park block away, and that parking cleared up lot since last met with committee, has kept customer parking off the street. After further discussion it was moved by Sande and Hoeppner to remove parking on the east side of the street, north of the alley. Motion carried.
Mr. Olson suggested that something be done about corner, semi's can hardly make turn. The committee referred the matter to the traffic engineer. (Mr. Thompson noted that North 14th Street is a designated truck route.)
2. Request from March of Dimes to hold its 1995 "Walk America"
on April 29.
Peggy Grahn, 1713 12th Avenue North, and Ray Pelton, 3415 E. Elmwood Drive, representing the March of Dimes, presented request and reviewed route with the committee and Chief Paschke. They noted that this is 8 mile route, expect 300-500 walkers, and National Guard will assist at intersections. Moved by Sande and Hoeppner to approve request subject to coordinating with the police department. Motion carried. (Chief Paschke asked that the National Guard also coordinate with the police department).
3. Request from Arthritis Foundation to hold 1st Annual Arthri-
tis Foundation Mini Grand Prix on August 20.
Julie Neseth, 1103 25th Avenue South, Moorhead, and Theresa Christianson, 1907 27th Avenue South, Fargo, presented request for the event (go-car races in downtown area, would set up bleachers on the sidewalks, concession stands and novelty booths) and reviewed route with the committee and the police department. They stated that they have held these events in Fargo (two years) and in Sioux Falls, etc.; that they have controlled entry/exit of area (parking lots, ramps, etc.) for residents, emergency vehicles, etc. and will have security at intersections; that they have emergency medical people on site; and that they carry liability insurance. They also noted they expect to bring 5,000 people into the downtown. Races run from 10:00 a.m. to 4:00 p.m.
Don Shields, Health Dept., raised question of noise variance. Ms. Christianson stated that all go-carts have mufflers, that there is some noise but is controllable.
Moved by Sande and Hoeppner to approve request, subject to co-

ordinating event with the police department. Motion carried.
4.
Matter of transfer of liquor license of Hub Bar.
Rae Ann Moe, 1106 4th Avenue North, and Brad Moe, 140 Victoria Court, were present.
Howard Swanson, city attorney, reported that NCIC report came back on March 3, indicating that Ms. Moe had a felony conviction in Polk County, MN with sentencing in 1989, that he spoke with the Asst. County Attorney of Polk County today who stated that at the completion of the sentence that felony conviction was to have been reduced to a misdemeanor conviction, but that the court in Polk County had not processed the proper order so that the records still reflect a felony conviction; and that a new order will be issued setting forth the conviction to be a misdemeanor conviction. He stated that what the committee needs to do, as all other matters relative to the transfer are either completed or appropriate, is to determine that Ms. Moe is an applicant of good moral character capable of holding a license; generally speaking, misdemeanors convictions, unless with regard to illegal sale of alcohol, have not generally been found to be of a violation to withhold the license.
Moved by Sande and Hoeppner that we find the applicant capable and qualified of holding a license and to approve the transfer of the license. Motion carried.
5. Bids for mosquito control - equipment and chemicals for
larviciding and ground spraying program.
Richard Klockman and Don Shields, health department, reported that bids had been received for vehicles/equipment and chemicals for mosquito control.
Mr. Klockman reviewed the bids:
a) leasing of 3 vehicles (1/2T pickups): recommended accepting bid of Rydell Chevrolet in the amount of $1540.00 per vehicle for the four-month period, for a total bid of $4620.00, and to enter into lease contract. Moved by Sande and Hoeppner to accept bid and authorize entering into the lease agreement. Motion carried.
b) purchase of equipment: recommended accepting bid from VECTEC for ultra-low volume insecticide generator, and recommended accepting bid from VECTEC for 3 machines plus 3-way adaptor valve at $5,416.75 each, for a total bid of $16,250.25, and accepting the bid from Cornbelt Chemical for two Arro-guns plus attachments at a cost of $2,800.00 each for a total bid of $5,600.00. Moved by Sande and Hoeppner to accept bids as recommended. Motion carried.
c) purchase of insecticides: recommended accepting bids as

provided the sample insecticide is in a formulation that can be used by our equipment, and that if not, recommend purchasing 5,000 lbs. of Abate 2% at $1.92/lb. for a total cost of $9,600 from Cornbelt Chemical.
He reported that the insecticides are for both larviciding and adulticiding, and bids are within budget, chemical bids total $39,000+ and $58,000 budgeted.
Moved by Sande and Hoeppner to accept bids for insecticides as recommended by the health department. Motion carried.
6.
Applications for gaming permits:
a) MeritCare Foundation - raffle - May 26
b) Grand Forks Rotary Foundation - raffle May 16
c) Listen, Inc. - site authorization at 23 S. 3rd St. (Whiskey Point)
d) Listen, Inc. (currently hold site authorization at Hub Bar) copy of rental agreement with new owners of Hub Bar - Info.)
e) Century School PTO - bingo on March 17.
All applications had been reviewed and approved by the city attorney. Moved by Sande and Hoeppner that the applications be approved. Motion carried. (committee only)
f) UND Student Medical Technology Club - raffle April 19.
This application had been reviewed by the city attorney and approved subject to adoption of "public spirited" resolution if not previously adopted. Moved by Sande and Hoeppner to adopt a resolution recognizing this group as a public-spirited organization eligible to conduct games of chance, and to approve the application for permit. Motion carried.
7. Application by L.R. & R. dba Southgate Lounge for Class 7
Golf Course On Sale Beer and Wine license at Lincoln Park
Clubhouse.
It was noted that the application is being processed by the police department, and that Southgate held the license for 1994.
It was moved by Sande and Hoeppner that the application be approved, subject to review and approval of the application by

the police department and by the city attorney. Motion carried.
8. Matter of agreement for transportation services with City
Mission (Health Dept.)
Don Shields reported that the Mission had asked if the health department could assist them in providing some money that can be used for transportation of people from the Mission, that they have some monies in Tuberculosis grant and proposed to enter into agreement with the Mission and to provide them $50/mo. to help off-set some of the cost. Moved by Hoeppner and Sande that the health department provide $50.00/mo. to the City Mission to help with transportation of residents being treated for active or inactive tuberculosis to health care provider offices or hospital. Motion carried.
9. Matter of agreement for Community Planning Projects for
HIV/AIDS Prevention.
Don Shields reported this is a new grant they applied for and were awarded in the amount of $4350 to do community planning and education. Moved by Hoeppner and Sande to approve the grant agreement. Motion carried.
