MINUTES/PUBLIC SAFETY COMMITTEE
Monday, April 10, 1995 - 3:45 p.m.
Members present: Hoeppner, Johnson, Sande.
1.
Request by American Heart Assn. to hold annual bike-a-thon.
Joel Arnason, 2904 Belmont Road, rep. American Heart Assn., reported this is second year for the event, which will be held on Saturday, May 20, 1995, that it is their intent to use existing bike paths, will coordinate with the police department, will have volunteers to monitor intersections and will provide hold harmless agreement. The committee reviewed routes (two are basically outside the city). Moved by Sande and Johnson to approve the request.
2. Request for amendment to Class 3 (Beer and Wine) license at
425 North 42nd Street to allow service on patio/deck adj. to
building.
Michael Hawkins, 1207 Walnut, presented request to allow service of beer and wine as well as food in proposed patio/deck area to the south side of their building (tables with umbrellas) area will be enclosed and will police re. minors as they do now. Moved by Johnson and Sande to approve request. Motion carried.
3. Request by Dave Hillerud, Structures, Inc., to use parking
lane on east side of N. 3rd Street from Lewis Blvd. north
one block for demolition and construction of new GF Public
School Dist. maintenance building.
Mr. Hillerud, 1119 Sunset Drive, reported they have contract to demo. existing building and erect new warehouse on same location, and want to close parking lane (and close N/S sidewalk) for job trailer and material storage. He reported they started building demo. today, final completion September 1. There was some discussion re. pedestrian traffic - bikepath at rear of the area will remain open. Mr. Hillerud also noted that Rolland Scott, School safety officer, talked to Western Auto etc. re. use of their parking lot during construction; and no concern by neighborhood re. parking.
John Thompson, traffic engineer, reported he would recommended this be allowed with contractor signing hold harmless agreement and certifying insurance coverage if approved.
Moved by Johnson and Sande to grant request, that Structures, Inc. coordinate signing with the traffic engineer, that a communication be sent to the Public School Dist. safety officer, Rolland Scott, requesting cooperation in the matter of parking, with employees parking at Western Auto lot whenever possible, and to maintain bikepath to accommodate needs of pedestrians. Motion carried.
4.
Matter of report on traffic problems:
a) selective enforcement of stop signs, red lights at various
intersections.

Chief Paschke reported they did some selective enforcement but have difficulty to find place for observation and not create
hazard. He reported they monitored intersections of 4th and Belmont (2 citations issued for turning on red which is not allowed at this intersection), 17th Ave.S. and S. 20th St. (no citations) and 24th and S. Wash. (difficult to find location for observation). He also noted they monitor school lights daily on selective basis. Info only.
b) failure to stop/yield for emergency vehicles.
Chief Aulich stated situation no worse than it has been, that it's matter of being very careful. He noted there are fewer cars chasing fire trucks. Member Johnson suggested that fire officials contact driver's education instructors, and ask that they instruct students: Chief Aulich agreed to do this. Info. only.
5.
Matter of purchase of insecticide for mosquito control.
Don Shields, health dept., reported that Mr. Klockman learned of new chemical for mosquito control which is less toxic to non-targeted species. Richard Klockman, health department, reviewed information re. new insecticide, that this gives them alterative chemical - cost $410/gal and when mixed with mineral oil cost $1.23/minute. He reported that City accepted bids at last meeting for Scourge (cost $1.30/minute), nothing wrong with that chemical but Solo cheaper and less toxic than Scourge, and asked for permission to purchase up to 20 gal. for use in the program; money is available. Moved by Sande and Johnson to authorize health department to purchase up to 20 gal. of Solo 40-OS insecticide at $410/gal. from Public Health Supply, San Antonio, TX. Motion carried.
6. Matter of purchase of insecticide generator for mosquito
control.
Mr. Klockman reported the council had accepted bid for 3 gas-powered machines (at $5,000 ea.) and reported they have received recent information re. electric ultra-low volume insecticide generator from Beecomist for $8,938.00, which they are requesting authorization to purchase in place of one gas-power machine because of quietness and efficiency of the machine; money available.
Moved by Sande and Johnson to authorize the health department to purchase the electric ultra-low volume insecticide generator from Beecomist, Telford, PA Motion carried.
7.
Applications for gaming permits:
a) Greater Grand Forks Soccer Club - raffle 6/04/95
b) Grand Forks Bambino League - raffle 6/14/95
c) Winship Elem. School PTO - raffle 5/08/95
d) ND Special Olympics - site authorization at 1405 DeMers.

It was noted that all applications had been reviewed and approved by the city attorney. Moved by Johnson and Sande to
approve the applications. Motion carried. (comm. only)
8.
Budget amendments.
Don Shields, health department, reviewed budget amendments. a) Health Department - Communicable Disease $5,333.00
Cash carryover of unexpended funds in operations and maintenance for HIV/AIDS education, etc.
b) Health Department - $13,227
1993-94 general health carryover and 1994 carryover for furniture and structure replacement items.
Moved by Sande and Johnson that the budget amendments be approved. Motion carried.
9. Request by VFW Post 1874 and Auxiliary to sell buddy poppies
on streets of Grand Forks May 1-7, 1995.
Comm. Chair Hoeppner noted that this is annual event. Moved by Sande and Johnson to approve request. Motion carried.
10. Request by police department for authorization to increase
force by one position through COPS FAST grant.
Chief Paschke reported they have been pre-approved for a police officer position under the grant, and presented request for council to authorize the increase of one police officer position to the department. Member Johnson asked if once accepted, would they have to keep the position; Chief Paschke stated there is nothing to stop council from decreasing position if that was their intent. Moved by Johnson and Sande to approve request. Motion carried.
Member Sande asked what happens if they want to keep that position at end of the grant period; Chief Paschke stated that when grant ends 3 years from now, possibly will need additional positions.
11.
Matter of liquor license for Dakota Restaurant (Dan Sampson).
Held - application has not been filed.
12.
Matter of gaming permit.
An application for site authorization had been received from the Greater Grand Forks Sertoma Club for the July 4 duck race; the application had not been reviewed by the city attorney. Moved by Johnson and Sande to approve the application contingent upon review and approval of the city attorney. Motion carried.
