MINUTES/PUBLIC SAFETY COMMITTEE
Monday, September 11, 1995 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Matter of Health Department budget amendment.
Wally Helland reported that the Nursing Division had received an unanticipated increase in MCH (Maternal Child Health) grant in the amount of $8,675.00 for State fiscal year 1995-96, and that funds will be utilized in first 6 months. Moved by Johnson and Hoeppner to approve budget amendment. Motion carried.

2. Matter of request from student branch of American Medical
Women's Assn. to hold 2nd Annual Sharon Lambeth Memorial
Walk/Run for Breast Cancer Awareness September 30, 1995.
Teresa Borman, 15 1/2 N. 3rd Street, stated that last year they used park for their Walk/Run, but this year want to expand event. It was noted that the proposed route for the Run starts at the southeast corner of University Park, continues west on University Avenue, north on 42nd Street, east on Gateway Drive, south on Columbia Road, and east on University Avenue to end at the Park, that the route will utilize sidewalks and bikepaths, will be marked with small flags, and volunteers will be posted along the route to assist the runners. The proposed route for the Walk starts at the southeast corner of University Park, continues west on University, north on 24th Street, east on 6th Avenue, south on 20th St., west on 5th Avenue, and south on 23rd Street; that another "lap" will be started but the route will turn south into the Park from 6th Avenue to end at the southeast corner of the Park and flags will be used to mark the route and volunteers will be posted along the route.

Chief Paschke stated he has no problem with request and asked Ms. Borman to coordinate with his department.

Moved by Sande and Johnson to approve the request, subject to coordinating with the police department and signing of an indemnity and hold harmless agreement. Motion carried.

3. Matter of request from American Heart Association to hold
Heart Walk October 1, 1995.
Joel Arnason, 2904 Belmont road, presented request for 10K walking event, that this is 5th year for the walk, utilizing same route as in the past, with exclusive use of sidewalks and bikepaths; with volunteers to staff intersections. He stated that they are expecting approx. 200 participants, and they will be instructed to heed traffic at intersections. He submitted copy of signed indemnity and hold harmless agreement and that they will coordinate the event with the police department. Moved by Johnson and Sande to approve. Motion carried.

4. Matter of applications for raffle permits:
a) Community Violence Intervention Center, Inc. - raffle 12/20/95.

b) Grand Forks Central Booster Club - bingo, raffles, sports
pools (various dates - basketball and hockey games)
c) Holy Family Catholic Church Altar Society - raffle ll/4/95
d) Lincoln Elementary School - bingo/raffle 10/27/95, 11/16/95 and 4/96
e) Red River R/C Flyers - raffle 3/96
f) St. Mary's Home and School Association - raffle 2/18/96.
g) University of North Dakota Athletics - raffle 9/30/95
h) Valley Memorial Homes - raffles 10/13/95 and 5/17/96.
It was noted that all applications had been reviewed and approved by the city attorney. Moved by Sande and Johnson to approve the applications. Motion carried.

5. Matter of request from Dakota Athletic Club to hold pari-
mutuel simulcast horse racing.
Robert Fincher, RR 2, East Grand Forks, manager of Dakota Athletic Club, reported that they are submitting application to Racing Commission to operate simulcast horse racing at the Westward Ho starting January 1, and are seeking letter of support from the City, same operation as previously but with different provider. He stated that the Attorney General's Office has informed the Racing Commission that they cannot prevent other providers from providing that service. Moved by Sande and Johnson that we send letter of support to the State Racing Commission for Dakota Athletic Club to conduct parimutuel betting. Motion carried.

6. Request by police department for sole source bids for radar
units.
Chief Paschke requested authorization for sole source purchase of two radar units under grant monies for that purpose at cost of $1395.00/ea., with a 25% match, which is budgeted. He stated that have letter from Mr. Kalash, city prosecutor and asst. city attorney, supporting the idea of sole source because all units alike when giving testimony in court on citations issued for speeding. He also reported these units will be purchased under State bid.

Moved by Sande and Johnson to allow police department to purchase two radar units from Custom Signal, Inc. Motion carried. (comm. only)

7. Matter of proposal for repair of 1975 aerial platform truck.
Pete O'Neill, asst. fire chief, reported that the 1975 aerial platform truck had to be taken out of service, and presented request to accept proposal from Simon-LTI, Ephrata PA for repairs (remove aerial and turntable, install new main rotec bearing, reinstall ladder and turntable, test and certify) to 1975 aerial tower in the amount of $25,000; to authorize expenses in amount of $4,500 for delivery and pickup of truck when work completed; replace hydraulic and power takeoff pump and lines $900.00; fix

leaking outrigger lift cylinder, $400.00; frame repair, $500.00; 8 weld discrepancies in ladder, $500.00; repairs to platform as yet to be determined (bucket); total cost estimate not to include bucket repairs and unknown problems encountered on LTI site, $31,800.00. It was noted that there is $40,000 budgeted under the 1995 CIP budget. He reported that if they don't get in this week, it will be 3 to 4 months for repair, and that they have made the appointment for repair of the vehicle barring denial by the committee.

The committee discussed cost of delivery: $4500 for 2 persons to deliver and pickup vs. $6,900 road trip with trucking firm (Senske & Sons est. cost of $5400 one-way). It was also noted that this is 1975 truck with 1100 hours; that they have specked out new truck with bids due October 4, and the 1975 truck will be put in reserve for 10 years.

Moved by Sande and Johnson to authorize fire department to accept proposal for repair of the 1975 aerial platform truck. Motion carried. (comm. only)

8. Applications for special alcoholic beverage permits:
a) Southgate Off-Sale & Lounge at DJ's, 121 N. 5th Street
on September 29 for Central Boosters party.
b) Southgate Off-Sale & Lounge at DJ's, 121 N. 5th Street on September 23 for wedding reception and dance.
The applications had been reviewed and approved by the city attorney. Moved by Johnson and Sande to approve the applica-tions. Motion carried.
