MINUTES/PUBLIC SERVICE COMMITTEE
Monday, July 17, 1995 - 6:45 p.m.

Members present: Hagness, Hamerlik.

1. Matter of feasibility study for application of the freeze-
thaw/evaporation process for desalinization of groundwater
from the Dakota aquifer system.
Ken Vein presented request from EERC asking City to contribute $25,000 for match to Bureau of Reclamation, request to the Bureau for total of $50,000, and they would study application of new process, they are going to look at Dakota Sands Aquifer system, unusable because of high salt content. They would sink wells, analyze for long term application for the City of Grand Forks; this is speculative, others taking look at because of cost, only way to get salt out, evaporation, reverse osmosis (force water through fine filter), which is expensive way. He stated this might answer some future questions, and possibly study further. He read project outline; with monies coming from budget amendment, excess cash carryover. He also reported that EERC has to submit application before August 1.

Moved by Hagness and Hamerlik to approve $25,000 contribution. Hagness voted for the motion; Hamerlik voted against. Motion will go council with 1-1 vote.

Matter of budget amendment.

Moved by Hagness and Hamerlik to amend water department budget to transfer $25,000 from excess cash carryover to cover cost of City's share of feasibility study. Hagness voted for the motion; Hamerlik against; and motion will go to council with a 1-1 vote.

2. Matter of plans and specs. for Project 4364, Dist. 362,
sanitary sewer on 6th Avenue North.
Dan Schmaltz was present. There was considerable discussion re. up-front monies requirement.


Moved by Hamerlik and Hagness to delete the up-front monies requirement on Projects Nos. 4364 and 4365. Motion carried.
