MINUTES/PUBLIC SERVICE COMMITTEE
Monday, August 21, 1995 - 7:00 p.m.
Members present: Hagness, Hamerlik, Klave, Beyer.
1. Matter of moratorium of on-premise pylon signs on 32nd
Ave.S. corridor.
Chairman Hagness reported that there has been construction on west end or this corridor and on Columbia Road, request has been made to place pylon sign on property being purchased by
Slumberland from Lander, and which is in a B-3 district, balance of 32nd Avenue South in pud's which only allow ground monument signs, and question is whether want to have moratorium on these signs.
Klave present.
Bob Bushfield, city planner, presented map showing location of property which is in B-3 Dist., 2,000 l.f. fronts on south side of 32nd Ave.S. between Wilcox & Malm property and Peabody's property which would permit pylon signs; balance of property from Peabody's west is in puds and limited to ground monuments except existing sign at Happy Host Motel; Slumberland worked with Dick Shreier and Landers, there's purchase agreement with Slumberland; that he has met with Slumberland and expressed concern of construction of pylon signs, going back to standards established for Columbia Rd. and 32nd Ave.S. corridor, included signage, landscaping, parking, architectural style of buildings, etc.

Mr. Bushfield stated he has worked with property owners and assured that ground monument signs utilized and would hope council would continue that; concern is if change from ground monument sign criteria which he is advocating and go to pylon signs, opening door to allow up and down that corridor. The 55-acre pc. of property willing to go with ground monuments if Lander property treated same. He stated he would hope they would stay with criteria and remain with ground monument signs, asked for moratorium to draft ordinance that this 2,000 l.f. treated same.
Tom Lander, representing 3 property owners, that property rezoned twice, last time in December, B-3, owned since 1983, had billboard since 1980, when owned by Rydell; has sign company. He reported Shreier's property not platted, had listed in 1992 with ML and had for sale signs since 1993 and now purchase agreement with Slumberland out of Minneapolis, they wanted to be closer to Columbia Mall, and wanted pylon sign; since signed purchase agreement providing with sales procedures, all this happened and now Bushfield throwing wrench into it, that pylon sign condition of sale, property zoned properly.

property, met with Shreier and Bushfield before any agreements signed, discussed property and Mr. Shreier's plan for the property. Mr. Bushfield suggested that this was commercial property and brought in as pud, and if so lose zoning. Mr. Shreier realized City wants monuments, and said that's fine if everyone treated same. Mr. Thompson said go with monument but bigger issue, is how do we want Columbia Road to look? do we want some or eliminate.
Mr. Klave asked why property (zoning) not changed years ago. Mr. Bushfield explained that planning dept. doesn't make requests to rezone other people's property.
Frank Matecjek, Planning Commission, stated that what Commission has done in the past, has stuck to their guns with monument signs, even one at truck stop, which was overturned by the council.
Tom Lander reported that Slumberland would employ between 25-30 people, reason wanted this property was because they want pylon sign.
Mr. Swanson advised that they treat all properties the same.
After further discussion it was moved by Hamerlik that we place a moratorium on on-premise pylon signs except where a contract already exists as of August 21 for purchase and/or for building. Klave seconded.
Upon call for the question: Hamerlik and Klave voted for motion; Hagness and Beyer voted against.
