MINUTES/URBAN DEVELOPMENT COMMITTEE
Tuesday, April 17, 1995 - 6:45 p.m.
Members present: Beach, Glassheim, Hanson.
1.
Matter of mowing bids for riverbank.
Mr. O'Leary reported his office had received 4 bids with Don's Landscaping, low bidder, with a base bid of $425.00. He reported that Don Dondoneau, Don's Landscaping, has done work for the City before and is a reputable firm. Moved by Glassheim and Hanson that we accept the bid of Don's Landscaping in the amount of $425.00 per mowing. Motion carried.
2. Request from Shelter for Homeless for emergency shelter
funds.
Mr. O'Leary reviewed bid tabulation received from Nelson Rumore, Grand Forks Mission and request for $9,975 to install ventilation system (ceiling fans, etc.) in the restrooms to bring into compliance. He also reviewed funding - carryover of funds from Human Needs (surplus sales tax) which was allocated to the Mission. Moved by Hanson and Glassheim to accept bid of GF Heating, Inc. in the amount of $9,975.00 for furnishing and installing ceiling fans in the bathrooms at the City Mission. Motion carried.
3. Matter of reduction in Community Development Block Grant
(CDBG) funds for 1995.
Mr. O'Leary reported they have been notified of pending cut in funds, and asked that this matter be held as Senate hasn't acted on as yet. Held in committee.
4.
Matter of budget amendment.
Mr. O'Leary reviewed budget amendment request in the amount of $54,970.00 - carryover money for last year's beautification funds. Moved by Hanson and Glassheim to approve the budget amendment. Motion carried.
5.
Matter of 1995 Emergency Shelter Grant application.
Mr. O'Leary reported that each year sponsor aps. eligible for funding, request from Quad Co. $8,160.00, Salvation Army Shelter, $7,600, and Shelter for the Homeless, $20,000, for a total request of $35,760, and should be monies to fund all three at levels requested. Moved by Glassheim and Hanson to submit the application for funding in the amount of $35,760.00. Motion carried.
6.
Affordable Housing.
Mr. O'Leary distributed copies of correspondence from Tim Lamb re. affordable housing.
