MINUTES/URBAN DEVELOPMENT COMMITTEE

Members present: Beach, Glassheim, Hanson.

1. Matter of conflict of interest for First Time Home Buyer's
Program.
John O'Leary, Exec. Dir. Urban Development, reported that an employee of the City has applied for assistance under this program (CDBG Down Payment and Closing Cost Assistance (DCA) Program), which provides grant assistance of up to $2,000 to help low and moderate income families purchase a home; that the applicant qualifies and has no decision making authority, functions, or involvement with the CDBG program. Staff reported that in discussing with the city attorney, he advised that they acknowledge that there is a conflict and but no problem with state or local laws. Staff also reported that the application is considered following the established process. Moved by Hanson and Glassheim that a finding be made that this employees has no involvement with the CDBG program. Motion carried.
