MINUTES/URBAN DEVELOPMENT COMMITTEE
Wednesday, July 12, 1995 - 4:00 p.m.
Members present: Beach, Glassheim, Hanson.

Matter of Mission rehab. projects.
Nelson Rumore, Grand Forks Mission, stated this is in line with request made last November to do the ceiling tile in the library and a subsequent request to do roof maintenance. He stated he has a bid from Fugleberg Contracting for $2980 (difficult to obtain bids because no one wanted to take on project that small) and Greenberg did inspection of roof and stated it needs some minor perimeter maintenance work to keep it in good shape, $2254. He stated they have not been having any roof problems; and are requesting transfer of 1994 funds allocated for addiction counselor to rehab activities. The committee asked if they were not going to have this counselor and if this ties in with the detox questions. Mr. Rumore stated he doesn't know why previous administration asked for it or how intended to fund it; can't fund anyone for that amount, so viewing irrespective of detox issue.
There was some discussion re. bids, and committee suggested they get competitive bids for both roof and ceiling tile, or if unable to obtain additional bids document that. Mr. O'Leary stated that committee wants to monitor this project re. allocation of funds, that Mr. Rumore obtain bids and Curt Siewert would work with him to select low bidder based on credentials, minority, etc. and award; wouldn't have to come back to committee.
Moved by Hanson and Glassheim to authorize transfer of $7,000 from 1994 funds for an addiction counselor to rehab activities.
Mr. O'Leary stated that previous administration had determined that there was need for some counseling because of number of clients with alcohol-related problems and thought was to put some money into that and Mission allocate balance out of their operating funds. He did ask committee whether they wanted to get involved in routine maintenance of the building or use funding for capital items as in the past; that there is need for heating plant and have allocated $50,000 towards that, and perhaps these funds should be put towards that. The committee stated that the motion is only to transfer those funds from addiction counselor to rehab and up to Mission staff to make those decisions, and perhaps if no problem with the roof to let ride at this time.
Upon call for the question, the motion carried.
Hanson excused.
2.
Matter of sale of lot at 409 Walnut Street.
Mr. O'Leary reported they have had an offer on this property from adjacent property owner; lot is 50'x50' and too small to build on and it is only adjacent property owners who could make

use of it. Moved by Glassheim and Beach to declare the property as surplus and advertise for sale, with bidders to be allowed to orally increase their bid at the bid opening. Motion carried.
3. Mr. O'Leary informed committee that CDBG budget will probably be cut 28% for next year, City received $605,000 this year. Info. only.
4. Mr. O'Leary reported that if they build any more houses in Burdick's Subdivision have been trying to find way to build with one contractor per house with combination of things, that Mr. Swanson believes way to do that would be to put construction supervision coordination as part of the general contract. The committee asked if they were going to be selling some of the lots; Mr. O'Leary reported that staff putting together develop- ment strategy, that it's important to get some non-low income people in that neighborhood and selling lots would be one way to do that.
