MINUTES/URBAN DEVELOPMENT COMMITTEE
Wednesday, August 2, 1995 - 4:00 p.m.
Members present: Beach, Glassheim, Hanson.
1.
Matter of sale of property at 409 Walnut Street.
Terry Hanson, Community Development Office, asked that this matter be held because of publication of notices. He noted that bidders will have opportunity to orally raise their bids at that time. Held until next meeting.
2. Matter of CDBG (Community Development Block Grant) schedule
for next fiscal year.
Terry Hanson reported that about a month ago council authorized change in fiscal year for CDBG budget, and submitted schedule of hearings and/or meetings required to meet HUD's required timeframe for submitting of the application, which is end of November. He advised committee that review of the appli- cations and hearings before the committee have been scheduled for September 27 and will be continued to October 4, and it is quite important that if members are unable to be at those meetings, that they reschedule those meetings at this time. Mr. Glassheim stated he had conflict with October 4 meeting. Mr. Hanson noted that schedule conforms to all HUD regulations; that process re-quires two public hearings (they have scheduled three), and that city council will hold a public hearing on October 16 to the same applications but will not be approving the budget as proposed by the Urban Development Committee; that at that time they will open a 30-day comment period for comments from the public, and will make final recommendation and passage on November 20. He re- ported that they will make recommendation on CDBG and Human Needs at the same time; the City promotion budget will be sometime during the 30-day comment period, but will be a separate process.
Hanson reported present.
Terry Hanson reported that in letter to applicants, they have set limit of 5-minutes for applicant to make presentation.
After some discussion the committee suggested changing October 4 meeting to October 5, and to change time of meetings/hearings to 2:00 p.m. It was noted that HUD doesn't require governing bodies to set the schedule, just requires that certain deadlines be met (30-day comment period and publications of notices)
Moved by Glassheim and Hanson to adopt schedule for application process for 1996 Community Development Block Grant funds and for City Human Needs funds (attached). Motion carried.
Moved by Hanson and Glassheim to adjourn; and meeting adjourned at 4:30 p.m.
