MINUTES/URBAN DEVELOPMENT COMMITTEE
Thursday, October 5, 1995 - 2:00 p.m.

Members present: Beach, Glassheim, Hanson.

1. Continuation of hearings on CDBG (Community Development Block
Grant) and Human Needs program applications, and allocation
of funds.
Chairman Beach opened public hearing for additional testimony on applications for project funding:

#5 - Third Street Clinic - $18,550 (which includes $7200 in rent and utilities)
Karen Schelinder and Dr. Gary Kolle, medical director of Third Street Clinic, were present. Ms. Schelinder stated there had been some questions raised re. article in newspaper; that the one thing that is changing at the Clinic is that clients are going to be seen at the Grand Forks Clinic to continue the continuum of care for the client. She stated that clients did not always see same physician ordering medication and this became concern, clients could see same physician (could be assigned physician), services going to be free, that Third Street Clinic will be open 8:00 to 5:00, Monday through Friday, and clients will continue to have care they need. Dr. Kolle stated that patients will register at Third Street Clinic, be seen at Grand Forks Clinic where better facilities to serve clients, free medicine provided through Third Street Clinic, and nursing staff at Third Street Clinic. There was some discussion whether clients have difficulty in meeting appointments (bus passes through Quad County), that patients would rather be seen at Med. Park, and that this was concern discussed. Dr. Kolle stated three entities (UND Family Practice, United Hospital and GF Clinic) have taken on quite generous offer, costs will be monitored at GF Clinic as if insurance company, est. cost $100,000 year in physician's services. He also noted that the push for this came from the physicians.

#19 - Quad County Community Action Agency - $10,000
(preventing rent evictions)
Ms. Schelinder stated there is no existing program, applications considered on case by case basis. Mr. O'Leary raised some questions , continuum of problems (loss of employment, medical problems, or other problems less than honorable, misconduct, lack of reporting full income.) and differentiate between the two, and suggested that if lack of funds, they contact not only family, but also landlord or Housing Authority. Ms. Schelinder stated they are working with Housing under Rent Deposit program, and this has helped, etc.

#14 - Community Violence Intervention Center, Inc. - $67,000
Kristi Hall-Jiran, Exec. Dir., reiterated need for grants.

#3 - Grand Forks Public Transportation Department - $20,000
Bob Ulland, GF Public Transportation Department, received

some funding last year and have requested some FTA money, that hey were looking to do in phases, as they were using vast amount of revenues for new buses meeting ADA requirements; are planning to do entire project with one contractor in 1996, and are also looking at EGF which has funding to do their shelters; that they anticipate this will complete project (31 shelters). Mr. Hanson stated that they don't know what ADA requirements will be from year to year.

Chairman Beach closed the hearing.

After review of staff recommendations for funding allocations, it was moved by Hanson and Glassheim to adopt the following funding recommendations:

The committee discussed the matter of GGF Community Service and Restitution Program, and referred the matter of Restitution Program to the public safety committee. (suggesting cooperation between county and municipal courts in the program). Motion carried. (comm. only)
