MINUTES
CITY OF GRAND FORKS - BOARD OF EQUALIZATION
May 1, 1995
The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in the city council chambers on Monday, May 1, 1995 at 7:00 p.m. with President Hagness presiding. Present at roll call were Council Members
Beach, McCabe, Hoeppner, Hamerlik, Hanson, Carpenter, Sande, Babinchak, Geller, Johnson, Hagness - 11; absent: none.
APPROVE MINUTES
Typewritten copies of the minutes of the Board meeting held on Tuesday, April 11, 1995 were presented and read. It was moved by Council Member Hanson and seconded by Council Member Hoeppner that the minutes be approved as read. Carried 11 votes affirmative.
COUNCIL MEMBER GLASSHEIM REPORTED PRESENT
Mel Carsen, city assessor, stated that this is a hearing to consider the 1995 assessments placed on properties in Grand Forks, that his office has notified property owners where values have increased by 7.5% or more.
COUNCIL MEMBER KLAVE REPORTED PRESENT
Mr. Carsen explained that if a property owner entered a formal protest tonight, either by presentation of the protest or by signing a sheet set up for that purpose, that those protests then will go to the finance committee for individual consideration, with a recommendation made by the committee back to the Board. He also stated that property owners will be notified of time and place to present their protest. He also reported that the Board will end its appeal process today, however, property owners could enter appeals at the County Board of Equalization which meets June 6.
President Hagness called for presentation of protests and/or appeals. Formal protests were presented by the following property owners, protesting the assessed valuation of their property:

It was moved by Council Member Glassheim and seconded by Council Member Hanson to refer the written protests to the finance committee. Carried 13 votes affirmative.

Mr. Phalen asked if it was possible for council to direct more tax money to property tax relief and less to economic development. President Hagness reported that 50% of sales tax monies goes to property tax relief.

It was moved by Council Member Hoeppner and seconded by Council Member Hamerlik that the protests be referred to the finance committee for investigation, consideration and report back on June 5, 1995. Carried 14 votes affirmative.
RECESS
There being no further protests to be presented to the Board, it was moved by Council Member Johnson and seconded by Council Member Sande that the Board of Equalization recess and reconvene June 5, 1995 at 7:00 p.m. after the finance committee has held its hearings and has had time to make its recommendations to the Board of Equalization. Carried 14 votes affirmative.
