MINUTES/PUBLIC SAFETY COMMITTEE
Monday, February 26, 1996 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Request by March of Dimes to hold WalkAmerica on April 27.
The committee considered request which has walkers on street from Red River High School to Columbia Road, committee questioned number of walkers and how long they would be on the street, etc. There was no rep. of the org. present, and committee held the matter for two weeks so that rep. could be present.

2. Matter of maintenance problem at water treatment plant and
request to purchase snowblower.
Hazel Fetters-Sletten, supt. of water treatment plant,
stated they had budgeted to purchase lawnmower/snowblower combination for the water treatment plant, public service denied; that they stored back-up lawnmower/snowblower for the street department and then used for snow removal at the water treatment plant (contracted lawn mowing with Urban Dev.), and would like to continue with that. She stated that the street department has budgeted in 1996 for second snowblower, and she would like to have tradein mower/blower transferred to water plant if possible. Moved by Sande and Johnson to receive and file. Motion carried.

3. Applications for gaming permits:
a) Wilder Elementary School - bingo/raffle 04/12/96
b) Forx Builders' Assn. - raffle 04/12/96
c) North Star Quilters Guild - raffle 12/07/96
All applications had been reviewed and approved by the city attorney. Moved by Johnson and Sande to approve the appli- cations. Motion carried. (comm. only)

4. Temporary and overtime statement for January, 1996.
The committee reviewed the statement. Johnson and Sande moved approval of the statement. Motion carried. (comm. only)

5. Bids for dorm remodeling at Central Fire Station.
Chief Aulich reported that they had received four bids, low bid is $22,600 from Jagow Builders, and recommended award to the low bidder, which includes $800 for electrical alternate (for electrical outlets in all sleeping rooms and tv antenna). Moved by Sande and Johnson to accept the low bid of Jagow Builders in the amount of $21,800 plus $800 electrical alternate, for total bid of $22,600. Motion carried. (comm. only)

6. Applications for gaming permits:

f) American Indian Service & Eng. Society (AISES Chap. at UND) - raffle 04/20/96
g) Occupational Therapy Jr./Sr. Class, UND - raffle 03/07/96
It was reported that the city attorney had reviewed and
approved the applications, with ap. by American Indian Service &

Eng. Society approved contingent upon adoption of resolution recognizing this group as "public spirited" and filing of charter, constitution and/or bylaws.

Moved by Sande and Johnson that we recognize the American Indian Service & Engineering Society as a public-spirited organization eligible to conduct games of chance. Motion carried.

Moved by Sande and Johnson that the applications for permits be approved. Motion carried. (committee only)

7. Matter of disabled parking.
Larry Kennedy, member of the Mayor's Comm. on Empl.of People w/Disabilities, and Mrs. Sande, a member of same comm., spoke to the matter, stated that two weeks ago the safety comm. discussed possibility of placing the same time restrictions on handicapped parking on the public streets and lots during snow removal opera- tions as for other vehicles, that there is nothing in either the City Code or the Century Code. Mr. Kennedy stated that handi- capped parking should be treated the same as other parking. It was noted that there is no limit on handicapped parking zones in private lots. It was also noted that businesses are considered accessible if there is handicapped parking within 200 ft. of business or intersection; that some parking spaces being used for all-day parking, etc.

Mr. Swanson advised that ADA doesn't require handicapped parking to be on same basis as everybody else provided that handicapped stalls not treated more adversely; that they have ability to exempt handicapped zones from or to impose limitations; is clearly within their discretion.

There was some discussion re. impact such a policy would have on designated spaces on public property - signing, alternative parking. John Thompson, traffic eng., advised committee that he has city-wide inventory of handicapped parking stall locations.

Mrs. Sande stated that the Mayor's Comm. has not discussed this
and suggested holding for 4 weeks, and that she will send written explanation to the Mayor's Comm. Moved by Johnson and Sande to receive and file until Mayor's Comm. on Empl. of People w/Disabilities reports back. Motion carried. (comm. only)

John Thompson announced that the Federal Highway Adm. will give presentation on March 27 re. pedestrian safety programs, etc. He will send information to the committee.

Moved by Sande/Johnson to adjourn; meeting adjourned at 4:20 p.m.
