MINUTES/PUBLIC SAFETY COMMITTEE
Monday, June 24, 1996 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Request from Greater Grand Forks Soccer Club for refund of temporary restaurant license fees.
Moved by Sande and Johnson that we grant the request. Motion carried. (committee only)

2. Request from GF Park District/Prairie Rose State Games for event routes and waiver of temporary restaurant license for French Fry Feed on July 13.
Patti Norman and Nancy Clark reviewed request, reported they had met with Capt. MacCarthy, police department, re. routes for the events, submitted copies of routes and reviewed with the committee. They noted that the police department had no problem with the proposed routes. Moved by Sande and Johnson for approval of the routes (with exception of those events held outside the city). Motion carried.

Don Shields, director public health department, reported that his department familiar with group and event, that Mr. Shothorst has been working with this group. Moved by Sande and Johnson to grant waiver of the temporary restaurant license. Motion carried.

3. Request from Townhouse for special alcoholic beverage permit
August 17 (fundraiser for Parrothead Club incl. dance in
parking lot, and variance to the noise ordinance.
Applicant was not present; Moved by Sande and Johnson to hold in committee for 2 weeks. Motion carried.

4. Matter of joint emergency preparedness plan for new events
center.
There was no one present to speak to this item. Moved by Sande and Johnson to hold for 2 weeks. Motion carried.

5. Matter of customer service window (ADA requirements) in Police Building.
Chief Paschke presented request and stated that this should complete building for ADA required items (customer window to police records section), est. cost $3787, and requested permission to move ahead, funds would be taken from Public Building Fund. Moved by Johnson and Sande to approve request and to proceed with installation of customer service window in police building at est. cost of $3,787.00. Motion carried.

6. Matter of grant agreements with ND Dept. of Health:
a) Ryan White Comprehensive AIDS Resources Case Mgmt.

b) Human Immunodeficiency Virus (HIV) Agreement.
Mr. Shields reviewed grants with the committee; that the Ryan White Comp. AIDS grant is for $6,000 and is on-going health

services for 24 persons. He reported that the health department is regional testing center, grant in the amount of $12,000. He reported there were 240 tests performed in the area from 1984 to present, with 186 people diagnosed as HIV, 6 new cases in 1996. He requested review and approval of the grants. Moved by Sande and Johnson to approve the grants. Motion carried.

7. Request for reduction in number of gaming sites allowed for each organization (from 5 to 3).
Ben Hart, CVB, stated this has been proposed by 3 or 4 organizations, that CVB as of July 1, will be operating 3 gaming sites. He stated that they don't understand the reason behind reduction in sites, totally oppose on grounds that it will eliminate competition, hurts bar owners when it comes to their opportunity to select which charities they want to operate their gaming sites, and would cut out number of charities that would have access to gaming sites in the city.

Chairman Hoeppner read the request from the various charities: Listen Drop In Center, ARC, Upper Valley, Development Homes, ND Special Olympics, and NDAD.

Mr. Hart stated that he thinks this goes back several legislative sessions when there was an effort to renew non-traditional charities, but by State law and Century Code, public-spirited organizations are just as traditional charities as those that deal with charitable organizations. He stated that they feel the intent of this is to get at the Convention Bureau because of some of the sites they have acquired. He also stated that some of these charities operate multiple sites throughout the state, and by limiting sites in Grand Forks to three, will not reduce any of the sites they hold; only stop them from adding any additional sites and stop CVB from adding any additional sites as well.

Mr. Swanson advised that this is discretionary matter for the council to determine.

Moved by Sande and Johnson to receive and file. Motion carried.

8. Applications for gaming permits:
a) Germans from Russia Heritage Society - raffle.
b) Knights of Columbus - site auth. for year ending 6/30/97
It was noted that the application had been reviewed and approved by the city attorney. Moved by Johnson and Sande to approve. Motion carried. (committee only)

9. Temporary and overtime statement for May, 1996.
The committee reviewed the report and it was noted that increase in overtime was because of flood. It was moved by Sande and Johnson to approve the statement as presented. Motion carried. (committee only)

10. Application for special alcoholic beverage permit (riverbank)
on July 4 by GF Goodribs. Paul Waind presented application for permit for July 4 Sertoma events, that they would be set up behind Lunseth's on riverbank and would have tents, fencing and signage provided, as well as security checking id's. Moved by Johnson and Sande to approve application. Motion carried. (committee only)

11. Application for gaming permit:
a) Greater Grand Forks Jaycees - tentative date 9/06/96 (alt.
10/01/96)
The application had been reviewed and approved by the city attorney. Moved by Sande and Johnson to approve application. Motion carried. (committee only)

12. Mrs. Sande reported that item 7 on the public service committee agenda to change City Code on daily parking regulations relates to street maintenance, and establishing Friday street maint. for area south of 32nd and east of Washington, and also Monday maint. because of number of Monday holidays.

She also reported that motorists in left turn lanes at DeMers and Washington, and also at 32nd Ave.S. and Washington, continue on through after the green arrow off and red light on, and asked how this could be enforced. Chief Paschke stated he will address at staff meeting.

13. Request by River Forks Commission to hold musical events on riverbank during August.
Gary Christianson, River Forks Commission, stated they would like to hold outdoor entertainment along riverbank behind Chamber of Commerce or in Kannowski Park from 7:00 to 10:00 p.m. on two Thursdays in August; that they don't have firm determination because of possible repair work on parking lot below Chamber. The Committee suggested Mr. Christianson bring request back when they have definite site.

Chairman Hoeppner stated that this is his last committee meeting, and thanked committee and staff for their assistance.

It was moved by Johnson and Sande to adjourn; the motion carried and the meeting adjourned at 4:15 p.m.
