MINUTES/PUBLIC SAFETY COMMITTEE
Monday, July 29, 1996 - 3:45 p.m.

Members present: Sande, Glassheim.

1. Request from Bible Baptist Christian School for refund of temporary restaurant license fee for fundraiser held on July 9 and 10 in the amount of $55.00.
Moved by Glassheim and Sande to approve refund of the temporary restaurant license fee as requested. Motion carried. (comm. only)

2. Request from the Ski & Bike Shop to block Riverboat Road from
just east of Bremers driveup facilities to DeMers Avenue on Friday, August 9, from 3:00 to 9:00 p.m. for event featuring GT Air Show (traveling bicycle stunt team).
Bob Montgomery, rep. Ski & Bike Shop, reported that they will only block portion of riverboat Road and will not block access to the parking lot; and reported that group will perform aerial maneuvers off ramps. Committee suggested they coordinate event with police/street depts. and that "no parking" signs be placed in area to prevent any vehicles from parking in area to be blocked. Capt. Dunn stated that the police department has no objections. Moved by Glassheim and Sande to approve the request. Motion carried.

3. Request from River forks Commission to use Kannowski Park for
outdoor music on August 8 and 22 from 7:00 to 10:00 p.m.
Gary Christianson, River Forks Commission, stated event would run from 7:00 to 10:00 p.m. Mr. Swanson advised that if event does not run after 10:00 no action required. Moved by Glassheim and Sande to receive and file. Motion carried. (comm. only)

4. Request from American Diabetes Assn. to use city bikepath to hold its annual Fall Ride & Stride fund raising event on
September 8.
Jodi Speicher, rep. American Diabetes Assn. reported that they would be using bikepath along English Coulee, will not cross any public streets, and has spoken with UND officials. Capt. Dunn reported that police department has no objections. Moved by Glassheim and Sande to approve request. Motion carried.

5. Request to hold neighborhood party at 2422 West Fallcreek Ct.
with live music on August 6 from 6:00 to 10:00 p.m.
Annella Winger, 2422 W. Fallcreek Ct., stated they will have live music and whether there would be a problem with the noise ordinance, and also asked that one of the entrances to the street from Rider Road be blocked. Mr. Swanson advised that if music over by 10:00 p.m. no variance needed, that once committee acts police department is aware; but they should contact street department for barricades for blocking of street (road closed), and should sign hold harmless agreement. Moved by Glassheim and Sande to approve the request. Motion carried. (comm. only)

6. Request to remove stop signs on S. 34th St. at Baron Blvd.
(convert 4-way to 2-way stop) and add stop sign at 11th Ave.
S. on S. 34th St. (convert to 4-way stop).
John Thompson, traffic eng., submitted recommendation to hold this matter until September when construction on S. 34th Street is complete and traffic patterns are reestablished, and also to conduct a study after school is in session. He also reported that he has contacted individuals requesting this change and that if the committee prefers to make the requested change the Kuster Court residents should be notified of the committee's intention and be asked to respond before any action is taken. He reported that he has done a study based on historical information (accident, traffic counts and pedestrian traffic). Chairman Sande reported she had received call from Council Member Hafner and because of heavy traffic on 17th Avenue, he would like to see the 4-way stop at Baron Blvd. and S. 34th St. continue; Mr. Thompson stated that the request was to move that so it would control traffic at 11th and 34th. He recommended that they talk to Kuster Court residents before taking any action; and if he does study it would be on whole corridor. It was noted that there is now 2-way stop on 11th and 34th and 4-way on Baron at 34th and that would be left in place until the study is done. Moved by Glassheim and Sande that we hold in committee until after the study is done. Motion carried. (comm. only)

Mr. Thompson stated that he will notify Kuster Court residents re. meeting when study is completed. Mr. Glassheim stated he would like to see sketch of area at that time.

7. Request to convert yield signs to stop signs at 26th Ave.S.
and S. 26th Street.
Mr. Thompson's reported yield signs installed about two years ago, no longer effective, and recommended approval of the request. Moved by Glassheim and Sande to approve request and authorize installation of the stop signs. Motion carried.

8. Request for intersection control along S. 15th St. between
13th Ave.S. and DeMers Avenue.
Mr. Thompson reported that request from resident prompted by concerns over an increase in traffic and traffic accidents in the area, that he conducted traffic survey, and recommended approval. Moved by Sande and Glassheim to authorize installation of yield signs on South 15th Street at 11th Avenue South and on 7th Avenue South at South 15th Street. Motion carried.

9. Request for closing alley behind Lucky Inn at 1130 Hammerling
Avenue.
Mr. Thompson reported this alley runs N/S between 12th Ave.S. and Hammerling, that Valley Dairy is located on north end of the alley; alley functions as rear service access for these businesses (Valley Dairy, Lucky Inn, Gramma Butterwicks, etc.),

and that there is a hedge along residence at 1130 Hammerling, and there is break in the hedge. He noted this is a T-alley, only way to reduce or eliminate traffic would be to vacate alley, and his recommendation if they do not pursue vacation would be to place gate at the opening in the hedge. It was noted by the committee that this alley highly used, and not likely to vacate. It was noted that Planning and Zoning would have to act on any vacation request. Mr. Thompson stated he will notify Mr. Sebigny. After further discussion it was moved by Glassheim and Sande to receive and file and direct that a speed limit sign be placed in the alley. Motion carried.

10. Request for "no parking here to corner" signs at Letnes and
S. 12th Street.
Mr. Thompson reported request submitted by Diane Fossum, 1023 Letnes Drive, because of difficulty in seeing around parked delivery vehicles when entering South 12th Street from Letnes; Conlins had no problem with removal of parking. Moved by Glassheim and Sande to authorize removal of parking 50 ft. in either direction at this intersection. Motion carried.

11. Request for intersection control at 4th Ave.N. and N. 6th St.
Mr. Thompson reported there have been several accidents at this intersection, and recommended installation of yield signs. He also noted that there is a fence in the required clear zone and he will notify property owner. Moved by Glassheim and Sande to authorize installation of yield signs on 4th Avenue North at North 6th Street. Motion carried.

12, Request for "no parking" signs and yellow stripe on curve at
49th Ave.S. and Chestnut Street.
Mr. Thompson reported that there is concern by residents because of cars parked on both sides (they may come in later and request removal of parking on one side of the street), and recommended approval. Moved by Sande and Glassheim to approve request. Motion carried.

13. Matter of requesting Civil Service Commission to re-interview
candidates for police captain.
Held until 7:00 p.m. on Monday, August 5.

14. Matter of grant applications for health department:
a) Community Health Immunization Info. Network Access and
License Agreement.
b) Care Coordinating Services for Children with Special Needs
c) Amendment to Tuberculosis Control grant agreement.
Don Shields, exec. director of health department, reviewed the grant agreements: a) which is a reporting and tracking system developed by the State with Blue Cross/Blue Shield to report and
track immunizations, that last year they gave over 12,000 immunizations, and that agreement is for $367.00 for computer

software and approx. $300/year in annual fees; b) that this is a new grant, that in Grand Forks County there are approx. 2300 children eligible to receive services under this grant, $25,000 which runs July 1 through June 30; and c) amendment to current grant for an additional $5,000, for a total grant of $9,000, to provide services for Grand Forks County (there are approx. 50 people who receive services (treatment and medication followup) in one year period of time, not active tuberculosis cases; and asked for committee's review and approval of the grant agreements contingent upon city attorney review.

Moved by Glassheim and Sande to approve the grant agreements, contingent upon review and approval by the city attorney. Motion carried.

15. Budget amendments.
a) Health Department (Care Coordination Services for Children w/Special Health Care Needs Grant) - $12,600.00
Mr. Shields reviewed budget amendment request for new grant for this fiscal year to provide services July 1/December 31 (remaining part of this grant will be included in 1997 budget). Moved by Glassheim and Sande to approve. Motion carried.

b) Health Department (Communicable Disease) - $3,063.00.
Mr. Shields reported this is unanticipated income from Families First and is requesting approval to put into health overtime and furniture and fixtures, in anticipation of their move into Urban Development space. It was noted that the income from those is not directly tied to specific program but has to do with services provided to eligible people in Grand Forks County (federal pass-through reimbursement). Moved by Glassheim and Sande to approve the amendment. Motion carried.

16. Applications for gaming permits:
a) St. Michael's Altar Society - raffle 11/10/96
b) St. Mary's Church Altar Society - raffle 9/29/96
c) St. Anne's Guest Home - raffle 12/01/96
It was reported that the city attorney had reviewed and approved the applications for permits. Moved by Glassheim and Sande to approve the applications. Motion carried. (comm. only)

17. Temporary and overtime statement for June, 1996.
The committee reviewed the statement for June. Moved by Glassheim and Sande to approve the statement. Motion carried. (comm. only)

18. Request to amend gaming permit #96-1172 issued to Grand
Forks Hockey Assn. to change date of raffle drawing from
July 14 to September 15.

19. Info. from fire department re. required annual physicals.
Asst. Chief Pete O'Neill reported that ND Senate Bill No. 2085 required annual physicals for police and fire on their presumptive clause for workers comp. and this is being put into place with assistance of Human Resources and Health Department, and that they wanted this committee to know how much they appreciate the health department for their assistance. Info. only.
