MINUTES/PUBLIC SAFETY COMMITTEE
Thursday, September 12, 1996 - 3:45 p.m.
Members present: Sande, Glassheim.
1. Request from DAV and Auxiliary to sell forget-me-not flowers
on September 21.
Moved by Glassheim and Sande to approve the request, subject to signing hold harmless agreement. Motion carried. (comm. only)
2. Application for Class 4 liquor license (less than 100 seats)
for Mama Lola's, L.L.C. dba Lola's, 124 North 3rd Street.
It was reported that the application had been approved and signed off by the police department and by the city attorney. Moved by Glassheim and Sande to approve the application subject to approval by the fire, health and inspection departments. Motion carried.
3.
Matter of grant agreements with ND State Dept. of Health:
a) Smoke-Free and Nutritious Dining Health Promotion
Don Shields, exec. dir. of health department, reported that both agreements had been reviewed and approved by the city attorney. He reported this is new mini-grant from the State to promote nutritious dining by working with different restaurants re. low calorie alternatives on the menu; and Tobacco Coalition work with groups in terms of sponsoring "no smoking day" in restaurants, and publishing a dining guide. He reported there are no matching dollars by City, United Hospital said they are going to be putting some dollars into this.
b) Tobacco Prevention and Control
Mr. Shields reported this is on-going agreement, $18,000 last year and $23,000 this year, to continue to fund efforts of Tobacco Coalition for tobacco control esp. as pertains to youth. He requested review and approval of the grant agreements.
Moved by Glassheim and Sande that these grant agreements be approved. Motion carried.
4.
Applications for special alcoholic beverage permits:
a) GF Goodribs - 121 N. 5th Street (wedding dance) 9/21/96
b) GF Goodribs - 1501 S. 48th Street (National Guard) 9/21/96
Julie Vigness, GF Goodribs, reported they will be serving liquor only at event at 121 N. 5th Street; food and beverage at National Guard Military Ball. Moved by Glassheim and Sande to approve applications subject to review by the city attorney. Motion carried. (comm. only)
5.
Applications for gaming permits:
a) ND Special Olympics - site auth. at 10 N. 3rd Street
b) Red River Snowmobile Club, Inc. - site auth at Westward Ho 12/10/96
It was reported that the applications had been reviewed and approved by the city attorney. Moved by Glassheim and Sande to

approve the applications for permits. Motion carried. (comm. only)
6. Request for block party on East Elmwood on September 22 and
blocking of street.
There was no rep. present (Mary Lien who submitted request had noted that she would not be able to attend). It was noted that street to be blocked is East Elmwood on Sunday, Sept. 22 starting at 5:00 p.m. with no ending time specified. Lt. Sieber stated he would give them a courtesy call re. time. Moved by Glassheim and Sande to approve request. Motion carried. (comm. only)
7. Matter of correction of date of event for 5K/10K Fun Run/Walk
sponsored by ND Army National Guard.
It was reported that this request had been approved by committee and council previously but date in request was incorrect, was shown as September 16 and should be September 21. (It was noted that the time of the event was not included in their original request and police department will contact Larry Anderson, #795-3703) Moved by Glassheim and Sande to approve change in date. Motion carried. (comm. only)
8. Request to hold 5K Run on February 1, 1997 - American Red
Cross.
Lt. Sieber, police department, stated he is Executive Board Member of the American Red Cross, and presented request to hold 5K Run in conjunction with Frosty Bobber fundraiser using bikepath (route: start at Central, run toward Riverside and back) mid-day. He noted that the volunteers will clean bikepath. Moved by Glassheim and Sande to approve request. Motion carried.
9.
Budget amendment.
a) Smoke-Free and Nutritious Dining Grant - $2,700.
Mr. Shields reported amendment reflects new mini-grant funds, grant was $5,400 with $2700 for 1996 and they will amend 1997 budget in the amount of $2700 at later date. Moved by Glassheim and Sande to approve budget amendment. Motion carried.
10.
Applications for gaming permits:
a) Grand Forks Central Boosters - raffle during sporting events (home games) for period 9/05/96 through 5/31/97.
b) UND Athletics - raffle 9/28/96.
It was reported that the city attorney had reviewed and approved the applications. Moved by Glassheim and Sande to approve the applications. Motion carried.
12. Matter of disposal of unneeded 1970 John Deere backhoe in
fire department.
Chief Aulich reported that they utilized this tractor (1970 John Deere) for plowing snow; that they recently purchased used

1979 International tractor from the water department for $9,000, which was trade-in price for that equipment, using cash carry-over funds. He stated they would like to sell the 1970 John Deere and put monies back in carry-over so recoup some of that money (est. $5,000). He stated they will use this tractor at all three stations. He asked committee for authorization to take bids for the tractor and put money back in fire department carryover. There was some discussion re. whether this equipment would have to be declared surplus or could be sold outright. Chief Aulich asked if by declaring property as surplus, whether it would be offered to other departments free, and if so was not in favor of that as he would like the money back into cash carryover. He stated that he has some people interested in buying the tractor today. After further discussion the matter was held until 7:15 p.m. on Monday, September 16.
13.
Request for block party on portion of Circle Hills Drive.
Mitch Bloms, 318 Circle Hills Drive, presented request for block party on Circle Hills Drive west of Belmont to Walnut St. (one block area) on Sunday, Sept. 22 starting at 4:00 p.m. to approx. 7:00 p.m. (would block Circle Hills Drive at Belmont and Walnut entrances) (29th in event of rain) Moved by Glassheim and Sande to approve request. Motion carried. (comm. only)
11. Listing of items from city attorney for possible delegation
of authority to committee.
Mr. Glassheim stated that most of these items go to council and approved without discussion unless there is a problem, and questioned whether time savings, only chance for council people to get involved would be to attend the committee meeting, that streamlining fine, but when don't discuss each item not sure what needs to be taken out of council consideration.
The committee reviewed items listed under public safety committee and designated items which they felt should receive committee or council approval:
1. Placement of stop signs and yield signs - COUNCIL
2. Designation of truck traffic routes and truck parking - COUNCIL
3. Parking designation (time parking, no parking handicapped parking, location parking) - COMMITTEE
4. Special alcohol beverage permits - COMMITTEE
5. Adoption of resolutions recognizing group as public-spirited COMMITTEE
6. Loading/unloading zone designation - COMMITTEE
7. Routes for parades, walks, runs, bike races, marathons, street dances, festivals, etc. - COMMITTEE
8. Variances to the noise ordinance (this is sometimes sensitive issue) - COUNCIL
9. Approval of site authorizations - COMMITTEE

10. Grant agreements - (because some grant agreements require matching funds and hiring of temporary employees) - COUNCIL

The committee reviewed items listed under all committees but took no action.
Moved by Glassheim and Sande that council delegate authority to committee to act on the following items (as noted). Motion carried.
14.
Informational items.
Capt. MacCarthy reported he met with John Thompson, traffic eng., rep. of River Forks Commission this morning on downtown signage and it is his understanding that at some point in the future John will be presenting a concept to remove some of the signage.
Mr. Glassheim stated that the Parking Authority will be requesting that all changes in the downtown area be run through their committee so some uniformity in signage. He also noted that this had been requested of the committee quite some time ago but nothing was done, and they will be coming in again.
