MINUTES/PUBLIC SAFETY COMMITTEE
Monday, December 23, 1996 - 3:45 p.m.

Members present: Sande, Ellingson, Glassheim.

1. Matter of posting 47th Avenue South between South Columbia Road and South Washington Street at 40 mph on new asphalt
near Ulland Park.
John Thompson, traffic eng., reported that this project com- pleted (with exception of seeding R/W) and they were recommending that this section of roadway be posted at 40 mph; that Township Board has been contacted and concurs and that letter will be forwarded to NDDOT re. this matter (street outside city limits). Moved by Ellingson and Glassheim to approve signing of 47th Avenue South at 40 mph as requested. Motion carried.

2. Request for bids for mosquito control items:
a) chemicals
b) lease of vehicles
c) vehicle purchase
d) new ATV purchase )
e) used ATV purchase) options depending on costs.
Don Shields and Todd Hanson reviewed request for bids and bid specs. with the committee, that bids will be received March 14 and brought back to committee. It was noted that funds in budget except for purchase of ATV. Moved by Ellingson and Glassheim to approve request to call for bids. Motion carried. (comm. only)

3. Temporary and overtime statement for November, 1996.
The committee reviewed the statement and discussed holiday pay; Ellingson and Glassheim moved to accept and approve the statement. Motion carried. (comm. only)

Items discussed:

The matter of dates and time for committee meetings during State legislative session when Member Glassheim will not be present (January to April) was discussed. The committee will consider holding conference call on Jan. 13 meeting (after checking with city attorney as to legality).

Member Ellingson questioned storm policy - re. ticketing drivers on streets on non-emergency status after emergency announced requesting no traffic except emergency traffic; that Fargo does this as general public safety policy. Capt. Dunn stated if ordinance passed, they would enforce; that he was not aware of any vehicles hindering traffic in this last storm. Committee stated their reluctance to ticket drivers in these situations.

Moved by Ellingson and Glassheim to adjourn; meeting adjourned at 4:10 p.m.
