MINUTES/PUBLIC SERVICE COMMITTEE
Monday, November 25, 1996 - 7:00 p.m.
Members present: Hagness, Hafner, Klave.
1. Request from Building Systems Corp. to haul small quantities
of asbestos waste materials to city landfill.
Dick Newman, solid waste mgr., reported that a request had been received from Doug Reierson, Building Systems Corp., who was unable to attend, asking to bring in asbestos from outside our service area. He stated that Mr. Reierson is local contractor who does asbestos removal and he has no problem with bringing it in. He also reported there was a policy set a number of years ago re. hauling from outside service area requiring approval from committee/council; and there are set charges. He reported they get manifest on any asbestos brought in for disposal, and it is documented (federal mandate).
Moved by Klave and Hafner to approve the request. Motion carried.
Vern Gornowicz, Vern's Refuse, questioned what the service area is, as they have hauled some asbestos from Hillsboro. Mr. Newman stated Hillsboro not in our service area, and will follow up on that.
2.
Matter of review of moving permit procedures.
Ken Vein, city engineer, reported they are in process of modifying regulations from 2 publications to 1, Mr. Swanson will draft . It was noted that notification to adjacent property owners done by policy. Held for 2 weeks.
3. Matter of joint exercise of powers agreement for cities,
counties and water resource districts in Devils Lake Basin
and along the Sheyenne and Red Rivers.
Mr. Vein reported he has copy of agreement, and asking that this be held because of meeting in Cooperstown where there will be further discussion and Hazel Fetters-Sletten will attend that meeting. He noted that this will also give the city attorney an opportunity to review. Held until report back from Hazel.
4.
Budget amendment.
The committee reviewed budget amendments:
a) Water Maintenance - $9,000 (reflects increase in revenues from sale of backhoe to the fire department)
b) Wastewater - $2,500 (reflects increase in revenues for sampling expense at RDO Foods)
Moved by Klave and Hafner to approve the budget amendments. Motion carried.
c) Street Department - $24,945
Mr. Fish reported this is transfer to cover additional expenses. Moved by Hafner and Klave to approve the budget amendment. Motion carried.

5.
Matter of once a week garbage collection (winter only).
Chairman Hagness reported this matter will be held until have more information. Held until December 30 meeting.
6.
Matter of streets cost of service study.
Candi Stjern, accountant, and Chuck Grotte, asst. director of public works, reviewed report which was based on the 1997 budget showing major activities and percentage of time spent on those activities and cost.
It was also noted that they have now done studies on sanitation department and street department, and they will be looking at water and wastewater departments next. Mr. Schmisek reported that they are starting major conversion on software package so departments will be able to break out costs, etc.
Mr. Vein reported this is for committee's information, and information will be sent to all council members.
