MINUTES/URBAN DEVELOPMENT COMMITTEE
Wednesday, April 24, 1996 - 4:00 p.m.
Members present: Beach, Glassheim.
1.
Emergency Shelter grant application.
Terry Hanson distributed copies of summary of 1996 emergency shelter grant application and stated that each year the City of Grand Forks submits an application to the ND Office of Inter- government Assistance for Emergency Shelter Grant monies; that the City is flow-through entity for the grant monies; that State has no idea of amount of funds that will be available, but is asking for applications. He reported that the City submits application on behalf of the 3 local agencies:
1) Red River Valley Community Action Agency Shelter House - $8,845 (for maintenance/repairs, insurance, utilities, food and supplies - Quad County has transitional housing);
2) Salvation Army Shelter - $8,020 (for rent, food, supplies and utilities) It was noted that the Salvation Army provides housing (at motels, etc.) but doesn't have its own shelter.
3) Shelter for the Homeless - $22,450 (GF Mission - for capital improvements); total request $39,315.
Moved by Glassheim and Beach for approval of the application in behalf of Red River Valley Community Action Agency Shelter House, Salvation Army Shelter, and Shelter for the Homeless in the amount of $39,315.00 for FY 1996. Motion carried.
2.
Matter of billing for A/E services for Cirrus Building.
Mr. Hanson reported that their office had received first billing for A/E services from Schoen Associates for this project in the amount of $38,500; that project is to be funded through bond issue which has not taken place, however, in the interim staff was proposing that payment be made from Economic Develop- ment Fund, which would be reimbursable from bond proceeds or perhaps some other source of funds. He also reported that in order for bonds to be sold, have to review plans and specifica- tions for the project. He stated that this billing is for approx. 25% of the project (total cost for A/E services $175,000). It was suggested that funding be provided to cover costs through design and engineering phase.
Moved by Glassheim and Beach to authorize funding for payment of engineering/architectural fees through the design and engineering phase of the project from the Economic Development Fund in an amount not to exceed $80,000, to be reimbursed from bond proceeds when issued, and to approve payment of the billing for services in the amount of $38,500. Motion carried.
3.
Budget amendments:
a) Urban Development - $1,600,000

To set up fund for Industrial Park expansion funded with EDA assistance.
b) Urban Development - $400,000
To transfer funds to GF Industrial Park Development account for expansion in conjunction with EDA grant.
c) Urban Development - $94,739
To set up initial 1996 budget for bond payments on TAG's FTZ building expansion.
d) Urban Development - $35,498
To increase line items to transfer funds to Fund 3111 for bond payments for TAG's FTZ building expansion.
Mr. Hanson reviewed the budget amendment requests with the committee.
Moved by Glassheim and Beach to approve the budget amendments. Motion carried.
