MINUTES/COMMITTEE OF THE WHOLE
Tuesday, April 9, 1996 - 7:15 p.m.
The city council met as the Committee of the Whole on Tuesday, April 9, 1996 in the council chambers with Mayor Polovitz presiding. Members present: Beach, McCabe, Hoeppner, Hanson, Carpenter, Klave, Beyer - 7. Mayor Polovitz presiding.

Matter of ballot language for measure on printing of minutes.
Howard Swanson, city attorney, stated that the ballot language before the committee is what was approved at the city council meeting on April 1. The city auditor reported they are asking for an amendment to the language in the Yes category to correct the dollar amount of the present annual cost of publication of the agendas and minutes to $16,000 rather than the $24,000 as shown on the approved ballot.
It was moved by McCabe and Klave to amend the ballot language to change the dollar amount of current cost from $24,000 to $16,000.
There was some discussion re. the Yes and No explanations. Mr. Swanson explained that the language in the No explanation gives council flexibility in dissemination of information. Mr. Carpenter stated that the committee thought the City would have to continue publication in the paper for the next 4 years if language not changed to give them some flexibility in distri- bution methods, and would not be opposed to deleting last sentence of the Yes explanation, which states current cost of publication. Mr. Beach stated that most people aware that they can get copies of minutes, and suggested placing rack or stand where copies of minutes, agendas, etc. would be available to the public without having to inquire in the office. It was also suggested that copies of minutes be available at the public library (copies are presently sent to the public library).
After further discussion and upon call for the question, the motion carried 7 votes affirmative.
It was moved by Hoeppner and Beach to refer the recommendation to the city council for consideration. Carried 7 votes affirmative.

It was moved by Beyer and seconded by Klave to adjourn. Carried 7 votes affirmative.
