MINUTES/FINANCE COMMITTEE
Tuesday, August 12, 1997 - 3:45 p.m.

Members present: Babinchak, Bakken, Hamerlik.

1. Matter of printing bids for Youth Yellow Pages and other
printing.
Saroj Jerath, Deputy City Auditor, presented bids for printing to the committee, that 2 bids were received: Copy Cat Printing: $5500 for yellow pages, $250 for stationery (5-color) and $300 for brochures, for total of $6,050.00; and Century Creations: $6,022.19 for yellow pages, $116.81 for stationery (2-color), and $394.25 for brochures. Jeanine Halvorson, Youth Commission stated there is $12,200 in their budget, but would use outside funding for printing of the yellow pages. She stated she and Board meeting with Mayor tomorrow and may be cut from the City budget.

It was moved by Council Member Hamerlik and seconded by Council Member Bakken that we accept bids of Copy Cat Printing for yellow pages subject to the request of Youth Commission in concurrence with acting chairperson that we also accept stationery and brochures bids from Copy Cat. Motion carried. (Committee only.)

2. Matter of offer to purchase property at South Washington Street and 40th Avenue South.
An offer from Carol Hagen and Rod Gigstad to purchase Lot 1, Block 1, Flaat-Mikkelson Addition, from the City for $50,000, subject to property being zoned property for intended use (animal clinic), subject to buyers being able to get adequate financing or contract void and earnest money returned to buyer; and that seller agrees to pay the uncertified balance of special assessments, was presented to the committee.

John Herz, city assessor's office, stated property valued at $50,000 and would be looking at same price.

Jack Wavra, Greenberg Realty, stated this lot located behind Forx Rent-all, 250x200'. He stated there was some question re. specials; that property zoned B-3, and City would pay specials. It was noted that specials are approx. $30,000. He stated that Hagen and Gigstad would construct $600-650,000 building on the lot. Ms. Hagen had veterinary clinic on S. 3rd Street next to Grand Forks Glass and Paint. Bakken questioned whether there would be concerns from people in townhouses re. this type of business.

Moved by Hamerlik that we not accept the offer by Hagen and Gigstad for property at 40th and South Washington. Seconded by Bakken.

Mr. Wavra requested that his clients have first option to make another request Monday night, that if they build $650,000 building it would be benefit to the city.

Mr. Herz noted that the earnest money and purchase agreement had a closing date of August 1. Bakken suggested that Ms. Hagen make

another offer tomorrow.

Hamerlik moved an amendment to the motion that in the event that a counter offer by Hagen-Gigstad's be made within forty-eight hours and it be at the full asking price and they assume special assess-ments, that the auditor and chair of this committee be authorized to make the sale, subject to review by the city attorney. Bakken seconded the motion. Motion carried.

Upon call for the question on the motion, as amended, the motion carried. Hamerlik noted for the record that it was now 4:15 p.m. on Tuesday and forty-eight hours would end at 4:15 p.m. on Thursday.

Moved by Hamerlik and Bakken to adjourn; meeting adjourned at 4:15 p.m.
