MINUTES/PUBLIC SAFETY COMMITTEE
Monday, January 13, 1997 - 3:45 p.m.

Members present: Sande, Ellingson.

1. Application for special alcoholic beverage permit by GF
Goodribs at 121 N. 5th Street on January 24, 1997.
Julie Vigness, GF Goodribs, presented request for special permit for event at DJ's, 121 N. 5th St., on January 24 from 7:00 p.m. to 1:00 a.m. It was noted that the city attorney had reviewed and approved the application. Moved by Ellingson and Sande to approve the application. Motion carried. (comm. only)

2. Matter of trucks parked on 12th Ave.N. with engines running.
Chairman Sande reported that she had received call from Florence Twedell who asked that this matter be postponed because of conflict. Held until next meeting.

3. Application for Cops Fast funding.
Chief Paschke and Lt. Sieber of the police department reviewed application for funding under COPS FAST Program, that this is on-going program for federal grants; that they had asked mayor for endorsement, and she has endorsed ap. for three officers under the grant program. He reported this was merely to set in motion tentativeness of possibility that the City may approve monies for this; the grant would fund three officers at $32-33,000 for a period of 3 years, and if approved, City would have to match funding, City has not budgeted for this, but would like approval for 3 officers at cost of basically one officer. He stated that federal funding of 75% would be approx. $225,000. He also stated they would have to go through hiring process, and police officers hired under this program are ear-marked for community policing efforts.

Ellingson questioned whether there has been any thought given to putting officers on the street or on snowmobile, or bicycles. Chief Paschke stated that this past summer they have hired 10 officers, and with training, etc. been extremely short, He stated snowmobile becomes liability issue, don't allow in traffic, only river area within city, become chase and recog- nition difficult. He stated cops on beat good idea, but if delegate in downtown area, would have requests from other areas, not adverse to that if had officers to do that. He also stated no high crime areas, that have rashes of car burglaries all over, etc. and that they try to be selective with traffic enforcement.

Chairman Sande stated that department has authorized strength of 67, and Chief Paschke stated these three officers would be in addition to that and bring number up to 70. It was noted that organizational chart has staffing for 72 people but they haven't contemplated hiring extra people.

It was noted that grant has to be postmarked today. Committee
stated they will support grant application but need to talk about

staffing level at some point. Lt. Sieber stated this is pre- iminary step and only to meet deadlines. Lt. Sieber also stated that he hasn't seen provision in this grant that City would have to maintain positions at end of funding period. Chief Paschke stated that it's not a commitment through council at this time as far as the federal government is concerned, that council has opportunity to decline.

Committee questioned when hiring would take place, and Lt. Sieber stated approx. June 1 depending on candidates, training, etc. that under COPS Fast took 8-9 months.

Sande questioned whether there would be some fill in for the juvenile liaison officer in the schools under community policing officers, and Chief Paschke stated they would try to structure that.

Moved by Ellingson and Sande to approve application for COPS FAST funding for three officers. Motion carried.

4. Applications for renewal of 1997 taxi licenses.
Applications had been submitted by Nodak Radio Cab Company and by Grand Forks Taxi Company, vehicles had been inspected by the police department. Moved by Ellingson and Sande to approve. Motion carried.

5. Applications for gaming permits:
a) Muskies, Inc. - raffle 07/01/97
b) Muskies, Inc. - raffle 03/22/97
c) University Lutheran Church - raffle 04/12/97
d) ArtWise - raffle 02/27/97
e) GF Hockey Assn., Inc. - raffle 04/09/97
f) Rocky Mountain Elks Foundation - raffle 04/05/97
g) UND Foundation - raffle 02/22/97
k) St. Mary's Knights of Columbus - calendar raffle 04/01- 04/30/97
l) Lake Agassiz Elementary School - raffle 03/06/97.
All applications had been reviewed and approved by the city attorney. Moved by Ellingson and Sande to approve the applications. Motion carried (comm. only)

h) ND Museum of Art - raffle 02/01/97 (cont. upon adoption of resolution recognizing group as "public-spirited". Ellingson and Sande moved to recognize this group as "public-spirited" organization eligible to conduct gaming, and to approve the application. Motion carried. (comm. only)

Rusty Steffan, gaming manager for Listen, questioned whether full scale gaming (which must be held in liquor establishment), and it was noted that sites are for raffle drawings for State issued permits. Moved by Ellingson and Sande to approve the site authorizations. Motion carried. (comm. only)

6. Bids for police vehicles.
Chief Paschke presented bids for 6 1997 police squad cars:
1) Hansen Ford Sales & Leasing (sole bid) - $118,530 less trade-in allowance of $36,000 for net bid of $82,530.00
2) Rydell Chevrolet for 1 4x4 (sole bid) - $24,290 less trade-in allowance of $10,800 for net bid of $13,490.00; for total net bid of $96,020.
Chief Paschke reported they have $95,350 budgeted, and that they will take balance of $667 out of cash carryover. Moved by Ellingson and Sande to accept bids of Hansen Ford Sales & Leasing and Rydell Chevrolet. Motion carried.

7. Meeting date.
Chairman Sande stated that the city attorney determined that it was not possible to hold conference call committee meetings, and committee will need to meet on Saturdays following council meeting (during Legislative session) and suggested meeting at 1:00 p.m. After some discussion the committee tentatively set the next meeting for 8:00 a.m. on Saturday, January 25.

Moved by Ellingson and Sande to adjourn; meeting adjourned at 4:15 p.m.
