MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, June 10, 1997 - 7:00 p.m.
Members present: Sande, Glassheim.
1. Request from Sertoma Club re. 4th of July activities and duck
race.
Paul Waind, Sertoma Club, reported that on February 18 the council granted them use of the riverbank for their July 4th activities, and was here requesting permit for fireworks display, closing of Point Bridge and setting up barricades between the river and 3rd Street, that they have submitted the hold harmless agree-ment and a certificate of liability insurance listing City as an additional insured. He stated they will also put up a fence at property at 509 S. 3rd Street; that they will have committee set up to work with the police department as well as emergency people from Altru, Air Force Base and National Guard. He stated they are planning the same event as last year, with possible addition of an air show (the Blue Angels will be in Fargo July 5 and trying to get them plus some F-16's, and then Air Force asked if they would like fly-over of a tanker, and possibly some helicopters). He stated they would close Point Bridge at 7:00 p.m. for ducks to drop and to set up fireworks show which will start approx. 10:00 p.m.; and that they have talked with EGF officials re. closing of the Bridge. He stated that this year for flag raising ceremony they will use one of the fire department's aerial ladder trucks near Lunseth's bldg.; Dep. Chief O'Neill stated it wouldn't be a problem with having truck there all day.
Moved by Glassheim and Sande to approve closure of Point Bridge and of 3rd Street, and fireworks display contingent upon review of the plan by the fire department. Motion carried.
2. Request from Opp Construction for variance to noise ordinance
for construction projects.
Greg Opp, Opp Construction, presented request for variance on arterial streets (to do fast track) during the construction season. Don Shields, health department, advised committee that construction variance is for 6:30 a.m. to 10:30 in the evening.
Moved by Glassheim and Sande to grant variance on city projects on major streets through this year's construction season. Motion carried.

4. Request from Prime Steel Car Club for extension on raffle per-
mit from 6/06/97 to 8/30/97 because of flood.
Moved by Glassheim and Sande to approve request and extend date of raffle to August 30, 1997. Motion carried. (Comm. only)
5. Applications by GF Goodribs for special alcoholic beverage
permits:

b) July 4 - Sertoma Club - July 4 activities on riverbank
Paul Waind, GF Goodribs, reviewed applications with committee. Moved by Glassheim and Sande to approve applications as presented. Motion carried. (committee only)

7. Request from fire department for support in remodeling living quarters in conjunction with repair of flood damage to north-
side fire station.
Deputy Fire Chief O'Neill stated that they would like resolution of support from the committee in rebuilding station 2 (located on North Columbia Road) because of flood damage and to remodel dormitory and bathroom facilities at the same time (remodeling had been included in 1998 CIP but because of repair of flood damage would do remodeling at same time). He stated that they have not allowed their female employees at this station until it was remodeled, felt it was appropriate to do it now and that it makes it much easier with FEMA if they can have support for this policy from public safety, from civil service and human resource department, and are trying to incorporate these changes into the rebuilding of the station; FEMA has not approved funding for any of the building. He reported that they had budgeted $35,000 for the remodeling effort, and didn't think it would add much more than $10-15,000 to the project.

8.
Matter of police department surplus property.
Sgt. Kirby presented request to declare a 1978 Ford van (Unit #28) as surplus property, that vehicle has value of somewhere around $1000 to $1500, and Urban Development would like to purchase the vehicle. Committee stated they had no problem with declaring as surplus, but asked if that vehicle would be replaced. Sgt. Kirby stated he didn't have details; Committee stated they would like explanation. Moved by Glassheim and Sande to declare the 1978 Ford van as surplus. Motion carried.
9.
Matter of meeting time.
The committee scheduled their committee meetings for the second and fourth Tuesdays of the month at 7:00 p.m.
