MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, June 24, 1997 - 7:00 p.m.

Members present: Sande, Beyer, Glassheim

1. Request from Central Business District Assn. to hold annual
Forx Fest on July 26.
Curt Siewert, 16 1/2 S. 3rd Street, stated he is helping to coordinate the event, that they are changing the location so not have to block DeMers and because of lack of businesses downtown; that they will be using parking lots on Riverboat Road and will block Riverboat Road from DeMers to North 3rd Street and North 3rd Street from 1st Avenue to DeMers Avenue; that they plan to hold only a street dance, that there will be no admission charge; that there will be concessions behind Dacotah Hotel along with two beer gardens which will be run by The Edge. He reported that they will be providing security (police officers and 50 volunteers from GFAFB). He reported the streets will be blocked from 7:00 p.m. to 1:30-2:00 a.m.; they will coordinate with the police department.
Sgt. Chromy reported that Chief Paschke had informed him that the police department will furnish 5 officers at no cost.

Beyer stated that they will need to make sure buildings are secure, that some basements not pumped, etc. Mr. Siewert stated that most of the debris has been cleaned up and that they will talk with building owners. He also reported that the City needs to address this issue and will bring up at one of their meetings with Corps, Fema, etc..

Moved by Beyer and Glassheim to approve request contingent upon buildings in the area being secure. Motion carried.

2. Application from Greater Grand Forks Fair and Exhibition Assn.
Inc. for carnival permit July 9-13, 1997.
It was noted that application and fee submitted for consideration. It was noted that the Fair Assn. coordinates security with the County Sheriff's Office. Moved by Glassheim and Beyer to approve application for permit. Motion carried.

3. Request from Bonzers to transfer alcoholic beverage license
to different location, and to upgrade classification of license.
Jon Bonzer stated that he is asking for preliminary approval by the council and various departments to relocate his business to 111 South 4th Street by the council and various departments, there there wouldn't be any use continuing with negotiations if don't have preliminary approval. It was noted that the Parking Auth. owns the building and that he is meeting with them on Wednesday. He stated he is also asking to change his license to a Class 4 (Food and Beverage Establishment, less than 100 seats (currently holds Class 3 Off and/or On Sale Beer and Wine license)
Moved by Beyer and Glassheim to approve the transfer of license from 12 North 4th Street to 111 South 4th Street, contingent upon approval of the various departments. Motion carried.

It was moved by Glassheim and Beyer to approve the change in classification of license from a Class 3 (Off and/or On Sale Beer and Wine) to a Class 4 (Food and Beverage Establishment, less than 100 seats) license for Bonzers on Fourth. Motion carried.

4. Request from United Way (Community Art Assn.) for change in
date of raffle permit from 5/07/97 to 7/20/97 because of flood.
Moved by Glassheim and Beyer to approve request for change in raffle permit for Community Art Assn. Motion carried. (Comm. only)

5. Applications for gaming permits:
a) Greater Grand Forks Fair & Exhibition Assn., Inc. (site authorization) 7/01/97-6/30/98
b) Development Homes, Inc. (site authorization)
1. The Broken Drum, 1503 N. Washington St.
2. Dagwood's Pub, 1395C South Columbia Road
3. Diamond Lounge, 1607 DeMers Avenue
It was noted that the city attorney had reviewed and approved the applications. Moved by Beyer and Glassheim to approve the applications. Motion carried. (Comm. only)

6. Request from Abate of North Dakota Dist. 4 to hold 10th Annual
Toy Run on July 19, 1997.
Leslie Legg, 626 N. 4th Street, presented request, that route starts at Riverside Park and ends at Columbia Mall, which is same as last year, and they will drop toys off at Community Room in Columbia Mall. Sgt. Chromy noted that the police department will furnish escort for the motorcycles. Moved by Beyer and Glassheim to approve the request. Motion carried.

7. Matter of ND Health Department grant agreements:
a) Tuberculosis Control - $11,482 - 7/01/97-6/30/98
b) HIV Counseling & Testing - $12,000 - 7/01/97-6/30/98
c) Ryan White - $6,000 - 7/01/97-6/30/98
d) Occupational Health Nurse - $52,500 - 7/01/97-6/30/98
e) Immunization/Epidemiologist Support Services - $28,462 -
7/01/97-6/30/98
Don Shields, exec.dir. of health department, reviewed the grant agreements which total over $110,000.
a) no clients contagious but provide medication, includes 10 who come in for testing, and also for job requirements, etc.
b) one of regional testing places for the State;
c) provide drugs and therapy, working with one individual providing treatment dollars; 185 people have tested positive for HIV in the State.
d) covers multiple quadrants - farm safety, also involving migrant farm workers, majority of funding for nursing salary, and nurse is stationed in Cavalier, ND
e) located in Grand Forks, testing, etc. Hepatitis B, covers areas to Devils Lake and Rolette (salary and staff).

Moved by Glassheim and Beyer to approve the grant agreements,
contingent upon review and approval by the city attorney and signature by the mayor. Motion carried.

8. Applications for gaming permits:
a) ND Shrine Bowl Games, Inc. - raffle 7/25/97
It was noted that the city attorney had reviewed and approved the application. Moved by Beyer and Glassheim to approve the application. Motion carried. (comm. only)
