MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, October 14, 1997 - 7:00 p.m.
Members present: Sande, Beyer, Glassheim.
1.
Matter of complaint re. noise at Borrowed Bucks Roadhouse.
Chad Bonuck, general manager, Borrowed Bucks, 1970 South Columbia Road, stated that Mac Larson, Health Dept., came out again and checked noise level and decibels were below the limits allowed. He also reported that there has been construction in the area, that they are no longer dumping bottles at night; and have kept their amplifier settings the same. The individual had stated he could hear DJ inside his apartment (it was noted that the individual who had made the complaints was moving out of town.) Don Shields, director of Health Dept., reported they were out just recently but couldn't attribute noise to Borrowed Bucks because of wind and construction. He suggested that if they want to hold this open, his department would check periodically. Moved b Glassheim and Beyer to hold this matter for another month and then review. Motion carried. 2. Matter of emergency vehicles, parking and pedestrian problems
at Potato Bowl, Homecoming, etc. events.
Council Member Hamerlik presented concerns re. parking on both sides of streets during these events (Potato Bowl activities on Bronson Property on North Columbia Road), get several thousand people at these events, problem with no parking on Columbia Road, people park on 10th to 5th east of Columbia Road and have to cross Columbia Road, concern re. safety; concern that they are parking on both sides of those streets east of Columbia and would have difficulty in getting emergency vehicles through, esp. at corners (also in meeting other vehicles). Committee noted that same thing happened during parade, streets become narrow. Sande noted that they dealt with problem during Summerthing, allowed temporary parking on N. 25th St. Dep. Chief O'Neill stated they also have problem during winter with snow and parking, and there's concern when vehicles park too close to intersection re. making turns. UND Police Chief Duane Czapiewski stated that there are no signs restricting parking "from here to corner" on those streets; and that Potato Bowl activities larger this year and more community-type event and that they also held the Sertoma Club fireworks at that time. He stated they moved event closer to parking lots, trying to accommodate parking. He also reported that they are looking for alternate sites for Homecoming events, but Potato Bowl may stay there; and that 6th Ave.N. and N. 25th Street have parking only on one side. Mr. Hamerlik suggested that one solution might be to allow parking on one side only for those events.
Moved by Beyer and Glassheim to direct traffic engineer to meet with fire department reps. and University police re. usage of temporary signage during these events. Motion carried.
(It was noted that they do have temp. signs "by order of Grand Forks police department".)

7. Request to hold Take Back the Night Rally and March on
October 15, 1997.
Sandra Wiper, 815 N. 39th St., presented request to hold rally and march on Wednesday, October 15, 7:00 to 9:00 p.m., that they expect 100-150 people, and that walk will take place on the sidewalks. Capt. MacCarthy stated they had no problem with this. Moved by Beyer and Glassheim to approve the rally and march. Motion carried. (comm. only)
4. Matter of new fire station at 36th Avenue S. and S. Columbia
Road.
Chief Aulich reported that 6-7 months ago the project went to council, and their request was to hire an architect for plans and specs. and to go to bid, then flood hit and would now like to bring this matter back, that the need is there and that he would like committee to authorize the fire department to hire architect to develop plans and specs. and go to bid next spring. He reported that there is $475,000 in the budget + some carryover and that will take care of majority of building costs, est. cost $600,000; and also that he talked with Mr. O'Leary and this is eligible for CDBG funding as infrastructure, and may be coming back for $100,000. He requested authorization to hire EAPC, that they have plans 2/3rds completed and go to bid. Committee asked who had plans 2/3rds done, and Chief Aulich reported that there was an internal fire department committee working with several architectural firms and telling them what the fire department needed and some of these firms developed prototypes and that they would like to use EAPC prototype as basis, and lot of work done. He reported that there was open competition and all architectural firms had opportunity to submit prototypes, and that EAPC was their choice. Glassheim expressed some concern re. what normal bidding process is. Chief Aulich stated that there has to be basis for selection of architect, they did make presentations, and some submitted very detailed plans. Committee asked for information on the architects rates etc.
Beyer asked that architectural agreement include services for the project through the construction phase. Chief Aulich stated that if it gets pretty pricey they can manage construction themselves. Beyer asked that they bid that as an option.
Moved by Glassheim and Beyer that we authorize entering into negotiations with EAPC for architectural services for development of plans and specifications for the project, and to include services through the construction phase as an option. Motion carried.
It was also noted that they would be closing station on 20th Ave.S. when this building completed. Chief Aulich stated they would have recommendation for use of that building, and also that some other
departments are interested in it.

5.
Applications for gaming permits:
a) Ben Franklin School PTO - bingo 11/18/97
b) Wilder School PTO - bingo 11/20/97
Both aps. had been reviewed and approved by the city attorney. Moved by Beyer and Glassheim to approve the applications for permits. Motion carried.
c) North Dakota Right to Life Assn. Education Trust - raffle
10/18/97
The city attorney had reviewed the application and approved ap. contingent upon adoption of resolution recognizing the group as public spirited. Moved by Beyer and Glassheim adopt a resolution recognizing this organization as "public spirited" and eligible to conduct gaming. Motion carried.
Moved by Beyer and Glassheim to approve the application for permit. Motion carried.
d) West Elementary School PTO - bingo 11/13/97
e) Greater Grand Forks Symphony - raffle 10/24/97
It was noted that these aps. had not yet been reviewed by the city attorney. Moved by Beyer and Glassheim to approve aps. contingent upon review and approval of the city attorney. Motion carried. (comm. only)
6.
Budget amendments:
a) Police Department - $1,000
b) Police Department - $1,220
Capt. MacCarthy reported that these budget amendments reflect reimbursement from ND Hwy. Safety for purchase of radar equipment and flood donations. Moved by Glassheim and Beyer to approve the budget amendments. Motion carried.
c) Adult Abuse - $3,600
Moved by Glassheim and Beyer to approve, contingent upon explanation on Monday evening. Motion carried.
d) Local Health Services - $5,763
Mr. Shields reported this is an adjustment for difference between grant budget fiscal year and city budget year. Moved by Glassheim and Beyer to approve the budget amendment. Motion carried.
9.
Request from Health Dept. to purchase multimedia projector.
Mr. Shields presented request for projectr for use in training, classrooms, schools and would purchase with grant money; he also reported that price went down $300 yesterday. Moved by Beyer and Glassheim to accept the bid of DEMCO, Inc. in the amount of $4,389.95 for the multimedia projector and spare bulb. Motion carried. (comm only)

Matter of grant agreement with ND Dept. of Health:
Mr. Shields presented grant agreement for Women's Way Cancer
Prevention and Control for period October 1, 1997-June 30, 1998

involving $25,286 in state and federal funding ($17,186 for Grand Forks County and $8,100 for the counties of Cavalier, Griggs, Nelson, Pembina and Walsh) to do screening, workshops, education, etc. Moved by Glassheim and Beyer to approve the grant agreement, contingent upon city attorney's approval. Motion carried.
3.
Matter of bids for 911 System.
There was no one present to address this matter. Moved by Beyer and Glassheim to hold the bids. Motion carried. (comm. only)
11.
Matter of overtime for Potato Bowl.
Sande asked if committee could get costs for overtime for this event. Capt. MacCarthy reported that they had 16-17 police officers, 3 Hwy. Patrolmen and 1 dep. sheriff and 1 reservist (also ROTC unit at UND) for traffic control; that State and County paid for their people, and City paid for police officers; that in past years cost approx. $900 for short route. Glassheim asked if getting cost for determining policy for all public events, otherwise this is tradition and just do it. Capt. MacCarthy stated his concern on a money basis, but main concern was number of people; that they needed all people they had, and have taken care of for number of years out of their own resources, but can't with longer route. He also noted that they received help from UND Police; and that they could not use Air Base personnel for law enforcement activities, that ROTC cannot direct traffic. Committee suggested they share concerns with mayors' offices. Held for further information re. overtime costs.
12.

Moved by Glassheim and Beyer to approve the application, contingent upon review and approval by the city attorney. Motion carried. (comm. only)
