MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, October 28, 1997 - 7:00 p.m.

Members present: Sande, Beyer, Glassheim

1. Matter of signage at 9th Ave.N. and N. 25th Street.
John Thompson, traffic engineer, presented recommendation to install yield signs on North 25th Street at 9th Avenue North; that he talked with Mr. Hamerlik who would like to see some speed enforcement around West School. Moved by Beyer and Glassheim to authorize installation of yield signs on North 25th Street at 9th Avenue North. Motion carried.

2. Matter of downtown signage.
Mr. Thompson reported that Gary Christianson of River Forks Commission has called him several times stating that this would excellent opportunity to remove/redo parking regulations in the downtown; Mr. Thompson suggested two-hour parking for the entire downtown and that they direct him to work with property owners re. other parking restrictions (unloading zones, handicapped parking, etc.) It was noted that previously when City made any changes in parking they would run the changes through Central Business Dist. Auth. and committee suggested that Mr. Thompson do survey, etc. and bring back to committee. Sande suggested that he also look at the diagonal parking area in front of former Deaconess Hosp. building, and it was noted if changed to parallel parking would lose approx. 5 spaces and would have to take out break in curb. Committee suggested they leave as is and refer to CBD when they get back in operation.

Moved by Glassheim and Beyer to direct traffic engineer to do study/survey of signage in the downtown and bring back to committee. Motion carried. (Comm. only).

3. Request for refund of temporary restaurant license fee:
a) GF Substance Abuse & Traffic Safety Council - 9/10/97
b) Optimist Club - 8/23/97
Moved by Glassheim and Beyer to refund fee of $65.00 to each of the groups. Motion carried. (Comm. only)

4. Applications for gaming permits:
a) Altru Health Institute Aux. Gift Shop - raffle 12/22/97
The application had been reviewed and approved by the city attorney subject to recognizing this group as public-spirited. Moved by Glassheim and Beyer to adopt a resolution recognizing this group as a public-spirited organization. Motion carried.

b) Viking Elem. PTO - bingo/raffle 11/13/97
c) Lake Agassiz PTO - bingo 11/17/97
d) Forks Friends of the NRA - raffle 02/01/98
e) West Elementary School - raffle 11/25/97
Moved by Glassheim and Beyer to approve the applications for gaming permits for the above listed organizations a) through e). Motion carried. (comm. only.)

f) Wal-Mart #1545 - raffle 12/05/97 (with all proceeds to be donated to Grand Forks and East Grand Forks School Libraries. Moved by Beyer and Glassheim to hold this application for review by the city attorney. Motion carried. (Comm. only)

5. Budget amendment:
a) Local Health Services - $2,000
Don Shields, Health Dept., presented budget amendment. (adjustment for difference between grant budget fiscal year and city budget year). Moved by Beyer and Glassheim to approve the budget amendment. Motion carried.

6. Matter of noise level readings at Borrowed Bucks.
Mr. Shields reported that this was second time they took readings and found Borrowed Bucks to be in compliance; his com-munication stated they had taken readings again of noise levels on October 24, that readings taken on the sidewalk outside the east entrance of the apartment building at 2867 19th Avenue S., with readings averaging 48 decibels, max. permitted by city ordinance of 50 decibels after 10:00 p.m. He suggested sending communication to Planning and Zoning Commission re. location of this type of busi-ness so close to residential areas; committee asked Mr. Shields to write letter to Planning & Zoning Comm. Info. only.
