MINUTES/PUBLIC SAFETY COMMITTEE
Monday, November 10, 1997 - 7:00 p.m.
Members present: Glassheim, Beyer.
1. Matter of street parking on South 38th Street in vicinity of
Menards/Muffler shop.
Held for 2 weeks.
2. Matter of need for traffic light at 28th Ave.S. and Columbia
Road.
Held for 2 weeks.
3.
Mater of "snap it program" re. handicapped parking.
Judy Sannes, 522 Cottonwood, member of Mayor's Committee on Employment of People with Disabilities, reviewed program where volunteer citizens help police ticket cars parked illegally, and gave info to Capt. MacCarthy. Capt. MacCarthy will get opinion from city attorney and investigate Wichita, KS program. Held for 2 weeks.

Applications for gaming permits:
a) St. Michael's School/Home Assn. - bingo 11/21/97
b) Winship Elem. School PTO - bingo 11/24/97
It was noted that these aps. had been reviewed and approved by the city attorney. Moved by Beyer and Glassheim to approve the applications. Motion carried.
c) Banner Lodge #4 I.O.O.F. (Odd Fellows) - raffle 6/12/98
d) University of ND Indian Assn - raffle 12/15/97
Moved by Beyer and Glassheim to approve the applications contingent upon review and approval by the city attorney. Motion carried. (Comm. only)
5.
Budget amendments:
a) Women's Way Grant, 1997 - $ 3,882
b) Women's way Grant, 1998 - $21,404
c) Wellness Program - $2,000 (additional funding from Altru for billboards)
Don Shields, Health Department, reviewed budget amendments. Moved by Beyer and Glassheim to approve. Motion carried.
6. Matter of ordinance relating to penalties for parking
violations.
Ordinance provides penalty for parking in violation of Sections 8-0816, 8-0818, 8-0819 and/or 8-0820 between November 1 and April 1 annually. Moved by Beyer and Glassheim to approve ordinance and to introduce for first reading. Motion carried.
7. Grant from The Robert Wood Johnson Foundation for emergency
public health nurses for flood victims in North Dakota.
Mr. Shields reported that the Public Health Department has received a grant of $266,030 for flood recovery process for displaced kids and elderly; grant period November 1, 1997 through

October 31, 1999. Moved by Beyer and Glassheim to approve acceptance of grant contingent upon city attorney's approval. Motion carried.
Mr. Shields presented the following budget amendments:
a) Flood Recovery Nursing Grant - $ 9,673
1997 grant cycle expenses (one month)
b) Flood Recovery Nursing Grant - $133,605
1998 expenditures
Moved by Beyer and Glassheim to approve the budget amendments. Motion carried.
