MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, November 25, 1997 - 7:00 p.m.
Members present: Sande, Beyer.
1. Matter of street parking on South 38th Street in vicinity of
Menards/National Muffler.
John Thompson, traffic engineer, reported he had talked with managers of stores in the area and that all agreed that parking could be removed, and he so recommended. Moved by Beyer and Sande to recommend removal of parking on both sides of South 38th Street from 32nd Avenue South to South 30th Street, and the paved section of South 42nd Street from South 38th Street to the west. Motion carried.
2. Matter of need for traffic light at 28th Avenue South and
Columbia Road.
Mr. Thompson stated that intersection study was being done and delayed because of flood and delayed further because they are doing a transportation plan; they will continue with the study once the transportation plan is completed. He recommended to receive and file, probably starting study sometime in March. Moved by Beyer and Sande to receive and file. Motion carried.
3.
Matter of "snap-it program" re. handicapped parking.
Capt. MacCarthy reported he had contacted Lt. Ron Harris of the Wichita police department and he stated they have packet which they will send to him. Moved by Beyer and Sande to hold indefinitely until receive additional information. Motion carried. (Held)
4.
Matter of firing range ventilation system costs.
Capt. MacCarthy reported they had $70,000 budgeted for improving the range for 1997, they found out they had ventilation problems, and purchased ventilation improvement equipment for $36,800, which arrived in the middle of April and is at Public Works. He reported that there was some discussion re. using local contractors (equipment supplier had stated in letter dated in January that they could sell and install for less than $70,000). He stated he met with Tim Manz of the Inspection Dept. and Officer Mike Flannery, that bid for installation was sent out and only one bid received for $42,610 which with the $36,800 puts them over budget by about $10,000, and is higher than the manufacture's quote; they are researching this and will report to committee. Mr. Manz will contact manufacturer to see whether their installing the equipment at stated price is still an option and also looking at bidding process. Moved by Beyer and Sande to hold for further information. Carried. (Held)

All applications had been reviewed and approved by the city attorney. Moved by Beyer and Sande to approve applications for gaming permits. Motion carried. (Comm. only)
6.
Applications for gaming permits:
a) Inmed (Indians into Medicine) Student Org. - raffle 02/28/98
b) Listen, Inc. - raffle 12/07/97
It was noted that the applications had not been reviewed by the city attorney. Moved by Beyer and Sande to approve the applica-tions contingent upon review and approval by the city attorney. Motion carried. (Comm. only)
7.
Matter of step increase policy.
Sande reported they have memo from Mr. Gordon stating the policy which they had reviewed. It was noted that this information had been at both public service and finance committees, that public service made a recommendation for approval which will be on next council agenda. The committee stated they would not take any recommendation, but let public service committee recommendation stand. Moved by Beyer and Sande to receive and file. Motion carried.
8.
Matter of annual employee performance review.
Committee reported they had reviewed information presented. It was noted that this item had also been approved by public service with recommendation to council. Moved by Beyer and Sande to receive and file. Motion carried.
9.
Budget amendments:
a) Health Department - $1,217.00 (1996 carryover Food Mgr. certification classes)
b) Health Department - $2,935.00 (1997 Food Mgr. certification class income)
Don Shields, Health Department, reviewed budget amendments to reimburse Health Department for supplies for these classes. Moved by Beyer and Sande to approve the budget amendments. Motion carried.
10.
Matter of First Night Greater Grand Forks.
Sheila Bruhn stated this was verbal preliminary request (letter of request is ready and will be on committee's December 9 agenda) for permission to block off portion of 2nd Avenue North from alley west to North 4th Street, alley would remain open, that press conference is scheduled for December 4, but would like to have map put together for the press conference and wanted to make committee aware of this. Information only.
