MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, December 23, 1997 - 7:00 p.m.

Members present: Sande, Glassheim.

1. Application by Vern's Refuse Service, Inc., 5170 21st Avenue
North, for outside fire protection.
Deputy Chief O'Neill reported they have done preliminary check
on this property; positive sides are that the buildings mostly fire resistant (cement or concrete) and well spaced with fire confined to one building, housekeeping very good; however, nearest fire hydrant approx 0.9 miles away, nearest fire station 3.1 miles, fireload can be very large, no automatic alarms or sprinkler system, and conclusions are preliminary - could provide some service but service would be highly compromised by lack of water (would have to truck water in). He reported they wouldn't consider the request unless monitored alarm system installed to give quicker jump. He asked that this be held for further investigation. Moved by Glassheim and Sande to hold this matter to the next meeting. Motion carried.

2. Applications for gaming permits:
a) DAV Andy Nomland #2 - raffle 05/13/98
b) Red River chapter of Pheasants Forever - raffle 02/23/98
c) North Valley Labor Council AFL/CIO - calendar raffle for
July.
d) Rocky Mountain Elks Foundation - raffle 03/21/98
It was noted that all applications had been reviewed and approved by the city attorney. Moved by Glassheim and Sande to approve the applications. Motion carried. (comm. only)

3. Applications for gaming permits:
a) Red River Valley Gymnastics Booster Club - raffle 01/31/98
This application had not been reviewed by the city attorney. Moved by Glassheim and Sande to approve application contingent upon city attorney's review and approval. Motion carried. (comm.only)

4. Request that city attorney draft ordinance as part of Chap.
XXI, Article 8, Pawnbrokers, that requires the police depart-
ment to do a background check on pawnbrokers and set criteria
for refusal of license.
Capt. MacCarthy reported they do have these restrictions on some applicants (taxi, liquor dealers, etc.) but not pawnbrokers, they have to keep records and are asking committee to request city attorney to look and consider draft and on what basis application could be denied. He stated they would work with Mr. Swanson. Moved by Glassheim and Sande to refer to the city attorney for his consideration. Motion carried. (comm. only)

3. Applications for gaming permits:
b) Listen, Inc. - revision of existing license from Listen
Drop In Center to The Community Art Assn.
Rusty Steffen, 1022 Hammerling Avenue, representing Listen Drop In, reported that he had been contacted by Laverne Reinbold,

Attorney General's Office, re. raffle permit which had been issued to Listen, Inc. to 12/07/98 and because they have full gaming license they cannot be issued a local permit and need to have the local permit amended to be issued to The Grand Forks Art Assn., Inc. which was organization conducted the raffle to donate monies to the Listen Center (was communications problem). Mrs. Reinbold had stated they could amend local permit to the Art Assn. which would be sufficient for their office. Moved by Glassheim and Sande to amend the permit (#97-1293) to the Grand Forks Community Art Association and date be amended to 12/14/97. Motion carried. (comm. only)

c) Listen, Inc. - application for site authorization at The Hub.
Mr. Steffen reported Listen has submitted application for site authorization for The Hub Bar, designated opening January 6, 1998; they have three other sites. Moved by Glassheim and Sande to approve contingent upon review and approval of site authorization at The Hub contingent upon city attorney's review. Motion carried.

Moved by Glassheim and Sande to adjourn; meeting adjourned at 7:15 p.m.
