MINUTES/BOARD OF EQUALIZATION
Monday, June 2, 1997 - 5:00 p.m.

The city council sitting as the Board of Equalization met in the council chambers in City Hall on Monday, June 2, 1997 at 5:00 p.m. with Mayor Owens presiding. Present at roll call were Council Members Beach, Polovitz, Hamerlik, Hanson, Glassheim, Carpenter, Sande, Klave, Beyer, Babinchak, Bakken, Hafner, Hagness - 13; absent: none; 1 seat vacant.

RECEIVE PROTESTS ON ASSESSED VALUATION
OF PROPERTY

Mel Carsen, city assessor, reported that the Board of Equalization meets typically once each year to hear protests and to consider valuations placed on property within the city of Grand Forks, that this is an extended meeting from initial meeting in April. He reported that they had notified approx. 750 people that the valuation of their property increased 15% or more, and that quite often that was new property, newly remodeled property, etc. He stated they did increase some property by an index but not to the extent of 15% and those people have been notified.

It was noted that the valuation being referred to is value as of February 1, 1997, and they do plan to make an adjustment on those properties that sustained flood or fire damage since that time, but that is a separate issue.

Mayor Owens called for presentation of protests.

Wayne Carlson, 2333 South 38th Street, questioned increase in his property in one year from $29,400 to $72,200. Mr. Carsen stated he didn't have any records with him but that this may be new home which had $50,000 exemption last year, it could have been home that was incomplete for 1996, and suggested that they review and bring to the finance committee.

RECESS UNTIL JUNE 30, 1997

Mr. Carsen reported that all notices have not been sent, and sug-gested that they recess to a date certain and let some of the flood issues settle little bit, that they will be involved in that and would like unil end of June.

It was moved by Council Member Polovitz and seconded by Council Member Carpenter to recess to June 30, 1997. Carried 13 votes affirmative.
