MINUTES/FLOOD RESPONSE COMMITTEE
Tuesday, September 2, 19997 - 6:30 p.m.

Members present: Hafner, Glassheim, Polovitz.

1. Matter of Victory Rehab Program.
2. Matter of the Home Improvement Program.
Glassheim stated it was his understanding that these two programes replace Phase III and and deal with damage over 50% on property outside floodplain, that Victory people asked them to do survey on and


John O'Leary, exec. director of Urban Development, reported these are two separate programs, 1) for those who are outside floodplain with more than 50% damage and no income requirements, and have to have signed up for program by September 12; 2) this program would provide up to $15,000 for essential living space (family room/shop, etc. not essential); building would be inspected by City and if repairable, family referred to Victory

Mr. O'Leary reported the other category

Mr. Swanson stated he looked over information, fair amount of detail, 1) 2) if acquiring property run into problem under ND law; more detailed to be addressed.

Moved by Glassheim and Polovitz that we give preliminary approval in concept and direct staff to provide detailed draft of documents. Motion carried.

Moved by Polovitz and Glassheim to adjourn; meeting adjourned at 6:55 p.m.
