MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, January 13, 1998 - 7:00 p.m.
Members present: Sande, Glassheim.
1. Application by Vern's Refuse Service, Inc., 5170 21st Avenue
North, for outside fire protection.
Deputy Chief O'Neill reported that their department did inspec-tion of grounds, could respond with two pumpers and also call for tanker from Manvel or East Grand Forks, but don't like to fight fire that way. He reported that they spoke with asst. mgr. of operations and stated that only way the fire department would recommend acceptance of their request is if they installed auto-matic detector system manned 24 hrs./day because wouldn't want to charge them for protection if unable to provide them some protec-tion. He reported they have good housekeeping (they do bring lot of paper into their buildings). He reported that if had early response (6 to 7 min. response time by City, with 20-30 min. response from Manvel). He asked committee to hold until they get back to him re. alarm system.
Moved by Glassheim and Sande to hold until the fire department gets response from Vern's Refuse Service. Motion carried. (comm. only)
2. Request for 4-way stop at 24th Ave.S. and S. 29th Street.

A recommendation from John Thompson, city traffic engineer, who was out of town, stated that he will evaluate this intersection, heavily traveled by people from Herald and recommended holding for four weeks. Sande asked that the police department check accident rate. Moved by Glassheim and Sande to hold for four weeks for evaluation. Motion carried. (comm. only)
3. Matter of petition for approval to vacate and/or abandon a
10-foot wide strip of alley R/W lying between Lots 1, 2, 3,
4, 5, and 40, Block 9, Holes Central Addn. (located south of
4th Ave.S. between Cottonwood and Cherry Sts.)
It was reported that this was referred to committee from the Planning and Zoning Comm. who recommended denial of vacation of the alley and recommended signing alley one way from north to south.
Mark Syverson, 609 4th Avenue South, and Tim Driscoll, 617 4th Avenue South, reported they are trying to get alley closed because of safety issue (one child has been hit twice at this intersec-tion); and is for kids walking west as Belmont School down the street. Mr. Syverson also reported that the City couldn't find that alley ever deeded to the City, and if City doesn't have deed, could they shut down the alley. Sande stated that the city attorney would perhaps talk adverse possession and suggested easier to make one way. Committee suggested that Mr. Syverson discuss matter of the alley with the city attorney.
After further discussion it was moved by Glassheim and Sande that the alley be made one-way with traffic to travel from north to

south. Motion carried.
4.
Matter of alcoholic beverage licensing - Knights of Columbus.
Greg Norman, president of Building Assn, stated they are in process of putting building back together, and were wondering status of their license. It was also noted that Mike Shea, secre-tary of the Assn., had submitted letter requesting that the credit for the 8+ months of the 1997 liquor license be applied to the 1998 licenses; that they only pay for the time they are open in 1998 and that the entire credit for 1997 be used to offset the cost of the 1998 license; and that they will be applying for a special events license to sell liquor at the civic auditorium during the Knights of Columbus State convention April 24 and 25, 1998.
Mr. Norman stated they don't know when they will be up and running, probably end of June, and the request for special events license on their existing license if not in force. Committee stated they wouldn't have problem allowing the special event but they would need to have insurance and Mr. Shea seemed to think quite high. Mr. Norman stated that they would review and if not feasible, would get another vendor to come in and do the special event.
It was noted that the license application for the Knights of Columbus had been filed today, however, determination not yet made on amount of credit for the license. Committee stated they suspect that KC's could get money back for license for 1997 and cannot run in 1998 until have license and held for two weeks for further information from city attorney.
5. Request that city attorney draft ordinance as part of Chapter
XXI, Article 8, Pawnbrokers, that requires the police depart-
ment to do a background check on pawnbrokers and set criteria
for refusal of license.

6. Matter of request for proposals for telephone system for police
department.
Lt. Byron Sieber reported that this is request for telephone service for the police building, that they had budgeted $50,000 in the 1997 CIP budget and was put on hold for the flood, that they are in the process of putting request for proposal out to potential bidders, that the proposal comes from number of sources and their own past experiences, that they surveyed everyone in the building as to what they were looking for features as well (health depart-ment, highway patrol, municipal court, PSAP and emergency manage-ment office as to what doing with this and what they would like to see in the system. He stated they are looking for committee's approval to put out to 4 - 5 potential bidders, and have included clauses to refuse any or all bids if they should be too high or should have to curtail some of the features. He stated that some

of the preliminary studies they did with companies in getting pro-posals without bids without a phone exchange, $50,000 very suf-ficient , but if put in a PBX and have true phone exchange will run close to that depending on the individual phone units. He also reported that they have discussed with departments that they will be responsible for buying their own phones, and if cost over $50,000 some of that may come from individual departments or State Highway Patrol. He reported that system they are looking to put in will be adaptable to current tenants as well as potential tenants. He reported they can use current wiring system. He reported that FEMA addressed phones from PSAP as some of their equipment damaged in the basement but water never reached level of building wiring system which is about 2 ft. off ground level.
Sande questioned whether they had enough plugs and jacks, for running laptops, phones, etc. and Lt. Seiber reported that wiring available in building and that software system will support up to 1,000 as building may expand some day if Sheriff's Office builds onto it, etc. and want capability to go to 1,000 and get true PBX and that's look alike system that might try to fit into it, a dif-ferent RFP. He also reported that there is a section in the RFP should they need additional phones or jacks.
Sande asked who was going to be asst. administrator, and it was reported that the question has been posed but no one has been tapped for the duty at this time, and his suggestion was that when have public safety program analyst on board this next month that person might be likely spot to place it because they are serving all the agencies, computer literate for the system. Sande asked re. backup or replacement. Lt. Seiber stated that would be matter of training.
Moved by Glassheim and Sande to approve RFP for telephone system for the police building. Motion carried. (comm. only)

It was noted that applicants a) and e) had been reviewed and approved by the city attorney. Moved by Glassheim and Sande to approve these applications for permits; and further that the other applications b), c) and d) be approved subject to the city attorney's review and approval. Motion carried. (comm. only)
8. Request from Mortenson to close one lane of Chestnut Street
between 4th and 5th Avenues South.
A report from John Thompson stated that he had received request from Mortenson project representative to close one lane of Chestnut

Street for one block near Belmont School during reconstruction with trailers to be parked on the street to provide more room for con-struction activities on site. His recommendation was to approve the request.
Dep. Fire Chief O'Neill questioned width of street and that he will make sure there is room for fire trucks to get through (with snow, etc.) It was also noted that this would be for 6-8 months.
Moved by Glassheim and Sande to approve request and direct street department to install appropriate signage. Motion carried.
Moved by Sande and Glassheim to adjourn; meeting adjourned at 7:35 p.m.
