MINUTES/PUBLIC SAFETY COMMITTEE
Monday, June 15, 1998 - 7:15 p.m.

Members present: Sande, Glassheim, Beyer.

1. Applications for gaming permits:
b) Harley Owners Group - G.F. Chapter - raffle 7/11/98
It was noted that this ap. for permit is outside city limits. Moved by Glassheim and Sande to receive and file. Motion carried.

a) Grand Forks Board of Realtors - raffle 7/31/98
Mr. Swanson, city attorney, reported this is discretionary issue. Jeanne Strande, 414 7th Avenue South, stated she is on Board of Directors and reason to do raffle is to raise funds for public relations (Yard of the Week, painting for elderly people, etc.), advertising in weekly ads re. equal housing and choice for realtors, etc. There was some discussion by the committee re. public-spirited organization; Mr. Swanson stated this is purely discretionary decision, and no one disputes decision.

Moved by Glassheim to recognize the group as "public-spirited" and eligible to conduct games of chance; the motion died for lack of a second.

Moved by Glassheim and Beyer to deny the application. Motion carried; Glassheim voted against the motion. Motion to go to council.

c) St. Michael's Altar Society - raffle 11/04/98
The application had been reviewed and approved by the city attorney. Moved by Beyer and Glassheim to approve the application for license. Motion carried. (comm. only)

d) Development Homes, Inc.: site auth. 7/01/98--6/30/99
1607 DeMers - Diamond Lounge
1395-C South Columbia road - Dagwood's
309 North 3rd Street - Kelly's
1503 North Washington Street - Broken Drum
The city attorney had reviewed and approved the application for permits. Moved by Beyer and Glassheim to approve the applications for permits. Motion carried. (comm. only).

e) Listen, Inc. - site authorization 7/01/98 - 6/30/99
4720 Gateway Drive - Longhaul Saloon
Moved by Glassheim and Beyer to approve the application for license contingent upon review and approval by the city attorney. Motion carried. (comm. only)

Moved by Beyer and Glassheim to adjourn.
