CITY OF GRAND FORKS - BOARD OF EQUALIZATION
June 1, 1998
The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in the city council chambers on Monday, June 1, 1998 at 7:05 p.m. with President Hagness presiding. Present at roll call were Council Members Beach, Polovitz, Lucke, Hamerlik, Bouley, Glassheim, Carpenter, Sande, Klave, Beyer, Babinchak, Hafner, Hagness - 13; absent: Council Member Bakken - 1.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 2200 NORTH WASHINGTON STREET
The finance committee of the city council reported having considered the protest of 1998 assessor's valuation for Terra International, Inc., 2200 North Washington Street, and recommended to uphold the assessor's value of $1,125,100 and ask that Mr. Schmidt look into exemption that was brought forth.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 610 NORTH 25TH STREET
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation by David and Catherine Perry, 610 North 25th Street, and recommended to uphold assessor's new value of $143,500.00.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
REDUCE VALUE OF PROPERTY AT 620 NORTH
25TH STREET
The finance committee of the city council reported having considered the matter of protests of 1998 assessor's valuation by Russ and Nancy Melland, 620 North 25th Street, and recommended that we reduce value of the property as follows: Land $16,000, Building $52,200, for a total of $68,200.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 706 NORTH 25TH STREET
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation by Mildred Koth, 706 North 25th Street, and recommended to uphold the assessor's new appraisal of $87,900.00 on the property.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 1631 SOUTH WASHINGTON STREET
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Valley markets, Inc., 1631 South Washington Street, and recommended to approve the assessor's valuation of

$994,900.00.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 636 49TH AVENUE SOUTH
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Lois Stawitcke, 636 49th Avenue South, and recommended to uphold the assessor's valuation of $26,100.00.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
REDUCE VALUE OF PROPERTY AT 3712 CHERRY
STREET
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of James Bronson, 3712 Cherry Street, and recommended to reduce the value of this property as follows: Land $13,000, Building $66,300, for a total of $79,300.00.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 710 1ST AVENUE NORTH
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Best Western Townhouse, 710 1st Avenue North, and recommended that we uphold value of $2,329,300 for this property.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 307 CHESTNUT STREET
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Howard and Kari McGlynn, 307 Chestnut Street, and recommended that we uphold the assessor's value of $53,600.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
REDUCE ASSESSOR'S VALUATION ON PROPERTY AT
2929 SHADOW ROAD
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Thomas and Irene Wrenn, 2929 Shadow Road, and recommended to reduce the assessor's reduced cost of $132,800 by an additional $3,000 reduction to compensate for the drainage problem for land value to a total assessed valuation of $129,800.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-

ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 114 CHESTNUT STREET
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Daniel and Kathleen Daly, 114 Chestnut Street, and recommended to uphold the assessor's reduced value of $90,200.00.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 2429 GLEN CIRCLE
The finance committee of the city council reported having considered the matter of protest of 1998 assessor's valuation of Leonard and Betty Grabanski, 2429 Glen Circle, and recommended to uphold the assessor's value of $141,700.
It was moved by Council Member Babinchak and seconded by Council Member Carpenter that this recommendation be and is hereby approved. Carried 13 votes affirma-tive.
CERTIFY ASSESSMENTS TO COUNTY AUDITOR
It was moved by Council Member Babinchak and seconded by Council Member Klave that the tax rolls as presented by the city assessor and as equalized by the Board of Equalization be and are hereby certified to the county auditor, Grand Forks County, North Dakota.
Upon roll call the following voted "aye": Council Members Beach, Polovitz, Lucke, Hamerlik, Bouley, Glassheim, Carpenter, Sande, Klave, Beyer, Babinchak, Hafner, Hagness - 13, voting "nay": none. President Hagness declared the motion carried and the assessments certified.
Mel Carsen, city assessor, reported there's a three-page handout on their desks, showing comparison between 1997 and 1998 values prior to these City Board changes, which indicates an 8% increase, the second page is a comparison between 1996 and 1997, and page 3 shows where those increases or decreases came from, whether new construction, annexation, flood restoration, flood buyouts, etc. Council Member Sande questioned with regard to the senior citizen tax credit which has been going down, and if that because having fewer senior citizens. Mr. Carsen stated there are fewer senior citizens that qualify from year to year, and this year had bigger loss than typical because lot of senior citizens lived in the Lincoln Drive area or other areas that were bought out, have probably moved out of town or to another area.

It was moved by Council Member Hamerlik and seconded by Council Member Sande that we do now adjourn sine die. Carried 13 votes affirmative.
