MINUTES/PUBLIC SAFETY COMMITTEE
Monday, August 9, 1999 - 4:30 p.m.

Members present: Bakken, Bouley.

1. Applications for block parties:
a) Kevin Dean Niceswanger - on Franklin Avenue between S. 4th and S. 5th Sts. on
August 21.
b) Teri Holt - on Campbell Drive, 400 and 500 blocks, on August 19.
c) Susan Harris/Deb Steinke - on Chestnut St. between 15th and 13th Aves. S. on August 22
d) Julie Mattson - on Campbell Dr. between 10th and Oak Sts. on August 12
e) Pieper Bloomquist - on S. 18th St. from 13th to 15th Aves.S. on August 29.
The committee reviewed the applications and it was moved by Bouley and Bakken to approve the applications as presented with a) to have time limit of 11:00 p.m. and b) at 10:00 p.m. Motion carried. (Comm.only)

2. Request from Kappa Sigma Fraternity, 2510 University Ave., for waiver of noise ordinance on August 21 during rush event.
Brendan Gilmore, 2510 University Avenue, presented request for noise variance as they will have DJ’s and wish to continue until 1:00 a.m. as UND is holding street dance for students coming in and which ends at 12:00 midnight; that this is an outdoor, alcohol free event, and will have security at the event. Moved by Bouley and Bakken to approve request for variance of noise ordinance on August 21 with event to cease at 12:00 midnight. Motion carried. (It was also noted that if there are complaints/problems the event will not be granted next year.)

3. Request from Greater Grand Forks Jaycees re. Potato Bowl events on September 9.
Michelle Mosher, 1017 Garfield Avenue, reported the Parade Committee and Events Committee are requesting permission to use crossing guards at 25th and University for Thursday, September 9 from 5:00 p.m. to 10:00 p.m. as they will stage French Fry Feed in the Park this year and need to move the crowd from the Park to the football stadium for the fireworks events, l ROTC guards will direct traffic and possibly also the corner of 23rd and University Avenue.

Bouley brought up the matter of density of traffic which could become safety issue . Lt. Kirby stated they had similar concerns when they did the fireworks on the 4th of July, concerned with people parking on both sides of side streets and that they coordinated with Street Department to insure that there were signs indicating parking only on one side of the streets in those areas and put up temp. parking signs; didn’t have problem at that time and with coordinating this event with the street department shouldn’t have a problem.

Moved by Bouley and Bakken to approve request from Grand Forks Jaycees, and that should there be any route change that they coordinate with the police and fire departments. Motion carried. (Comm.only)

4. Request by Bible Baptist Church, 6367 Gateway Dr., for outside fire protection.
Joe Belcourt, 423 Chestnut, job superintendent for Bible Baptist Church, new building and are requesting outside fire protection once occupying the building (near New Vision); that they
built the building to City specifications, have three fire hydrants they’ve installed for that

purpose and are connected to city water. He stated that the building doesn’t have a sprinkler system, not required to have sprinkler system because have two layers of 5/8th sheet rock throughout the whole building.

Michael Flermoen rep. fire department reported they have been working with the inspection offices, etc. re. placement of fire hydrants and attachments to city watermain; there is enough of a water flow and fire department would concur with protection upon occupancy falling under outside fire protection. He noted that there is only one other business presently covered by outside fire protection (have had up to 4 or 5 in the past). He stated with the water supply and with the equipment that would be available to make that particular run, it should be a doable event. Chairman Bakken questioned whether charges cover City’s expenses being this is a church and that he would like to see numbers charged for this and brought back to committee in two weeks. Moved by Bouley and Bakken to approve the application by Bible Baptist Church for outside fire protection. Motion carried.

5. Application for Class 1 alcoholic beverage license at 1930 S. Columbia Road by Dakota GM, Inc. dba Green Mill.____________________________________________________
It was noted that the application had been reviewed and approved by the police department and by the city attorney. Moved by Bouley and Bakken to approve the alcoholic beverage license subject to approval by various city departments. Motion carried.

6. Matter of clarification on regulations for towing charges.
Loren Dusterhoft was present. Chairman Bakken reported there had not been any discussion re. this matter. Held for 2 weeks.

7. Matter of pedestrian crossings at former South Jr. High School.
Dan Jonasson, eng.department, reported he looked at crossings that were marked (but not flashing crossing on Belmont), that he didn’t see any reason for them to stay up as long as it’s not a designated school route for kids to get to another school in the area, and with recommendation from committee he would check with the School and if not a route would remove the signs. Moved by Bouley and Bakken to remove the school signs as presented, but request this be taken to the School Board for consideration. Motion carried.

8. Matter of dead-end alley at 1012 15th Avenue South.
Mr. Jonasson reported there is a 15 mph sign which is visible, and a slow children sign farther up the alley. It was noted this is a two-way alley and signs should be installed from each direction. Committee asked police department for more enforcement in that location. Lt. Kirby stated he spoke to the residents and one of the issues was whether there could be a yield sign at 10th and 15th, their concern is that people coming down 10th are taking straight shot through without slowing down for the intersection; and that he had no concerns with working with additional enforcement.

place “slow children” sign several lots down and place yield sign at15th Avenue South between 10th and 11th Streets, provided that study not warranted. Motion carried.

9. Matter of amendment of 8-1503, law enforcement sections to comply with changes to Century Code.____________________________________________________________
It was noted that a memo had been received from Mr. Swanson re. updating our Code to match the State’s changes in legislation (re. penalties for driving under the influence of controlled substances) . Moved by Bouley and Bakken to amend the Code to coincide with State Code and introduce the ordinance for first reading. Motion carried.

10. Matter of increase in fee to $15.00 for street maintenance in University area.
Todd Feland, public works department, stated this relates to changes in street maintenance (streets on Wednesday and avenues on Thursday) and this would correspond to cost of tickets for areas in the city in regular residential areas, $5 during warmer months and $15 during the winter months, and will match other areas of the city. Moved by Bouley and Bakken to increase the fees to correspond with other areas of the city. Motion carried.

11. Matter of request to solicit bids for examination room furniture for new health department offices in County Office building.____________________________
Linda Opstad, Health Dept., presented request to solicit bids. Moved by Bouley and Bakken to allow the Health Department to solicit bids. Motion carried. (Comm. only)

12. Matter of southend fire hall for police use.
This matter had been held for budgetary numbers. Held until next meeting.

13. Request by Red River High School JROTC for refund of temp. restaurant license.
Moved by Bouley and Bakken to approve the refund of the temporary restaurant license fee in the amount of $65.00. Motion carried. (Comm. only)

It was moved by Bouley and Bakken to adjourn; meeting adjourned at 5:00 p.m.
