MINUTES/PUBLIC SAFETY COMMITTEE
MONDAY, DECEMBER 20, 1999 - 6:45 P.M.
Members present: Bakken, Bouley, Martinson.
2. Application for renewal of Class 1 alcoholic beverage license by Johnny’s Lounge, 701
south 15th Street

Mr. Swanson stated this was standard application for renewal, that police department did background check and application didn’t disclose criminal offense (DUI). Ralph Carter, attorney, stated Mr. Vigen didn’t think DUI as criminal offense but as traffic offense, that there was no intent to mislead anyone. Mr. Swanson stated there were no enforcement difficulties nor licensing issues in the past. Moved by Martinson and Bouley that the renewal of the license be granted. Motion carried.

Application for Class 3 (Off and/or On Sale Beer & Wine) license by:
a) Planet Pizza
Mr. Swanson stated this is a new applicant, police department reviewed and came back with report there was a felony in Minot on minor partner who has 10% interest in business.
Anthony Mueller, 33% ownership, stated that State application had been completed correctly (copy submitted) and received license for the City of Minot, believes it was an oversight. Mr. Swanson stated that the City and State applications ask for similar information. A copy of the application was resubmitted in proper form. Mr. Swanson noted that this is an issue of discretion for committee and council. Chief Packett stated he would concur with Mr. Swanson and the city council.
Moved by Bouley and Martinson to approve the application for license. Motion carried.

Matter of request to change snowmobile route.
Dan Jonasson, traffic engineer, distributed copies of the snowmobile route map showing expansion from North 3rd Street at River to Central Park area, along with proposed staging area in Central Park area.
Lonnie Winrich, and other residents of the Central Park area stated their objections to the route being expanded into the Central Park area and also for staging area, that snowmobilers are driving through the park, on streets, etc. John Staley, Park District, stated that snowmobilers are a problem in the parks. Chief Packett stated he concurs with Mr. Staley, have to designate trails. that they have 4 officers qualified for 2 sleds, and will patrol and enforce if not on the trails; and would prefer they designate trails, and decide where staging areas are.
Mr. Winrich stated that proposed trail premature until know what will be done in the greenway, and questioned why need on both sides of the river (snow skiers on one side, snowmobilers on other).
Moved by Bouley and Martinson that the expanded route be from North 3rd Street (at river) to
DeMers Avenue be approved. Motion carried.

Mr. Jonasson stated they tried to get trail past where rivers meet and past water plants where there could be problem with areas of river having open areas, etc.
The committee considered the matter of the staging area for snowmobilers in the Central Park area. Moved by Bouley and Martinson to deny Central Park as staging area. Motion carried. (comm. only) Mr. Jonasson will meet with clubs, etc. before further consideration.
4.
Budget amendment:
a) E-911 System - $22,000
Pete Eggiman stated this is housekeeping item - going into cash carryover as Y2K fix, maintenance agreement reimbursed by UND, County and Police Department over three-year payback. Moved by Bouley and Martinson to approve the budget amendment. Motion carried.
5. Request from Myron Thompson - Manzana Grande, Inc. dba Rio Bravo that license be
renewed for 2000 and transferred
from corporation to him .
Mr. Swanson reported that that Rio Bravo closed in May, 1999 and that Myron Thompson, 100% owner of Manzana Grande, Inc., asked that the license be transferred to him on or before December 26, 1999, and that the license be held by him to allow them to market business and liquor license. Mr. Swanson stated this has been done in the past.
Moved by Bouley and Martinson that the request be approved. Motion carried.
