MINUTES/PUBLIC SERVICE COMMITTEE
-Monday, August 16, 1999 - 7:00 p.m.

Members present: Hafner, Klave, Lucke, Lunak

1. Matter of consideration of bids for Proj. 5028, Flood Mitigation Project Phase II
Tom Hanson, WFW, submitted tabulation of bids received, low bidder was Molstad Excavating, Inc. in the amount of $322,200.00; that low bid was quite bit higher than engineer’s estimate, however, he recommended to award the bid. He also stated that this is on a unit price basis and some items could be cut back; and that Osha is all over these people re. shoring, etc. Mr. Grasser reported they spent some time looking at this and there are some pieces they could delete or do alternate, and agreed with Mr. Hanson’s recommendation.

Lunak reported present.

Moved by Klave and Lucke to accept Molstad’s bid on a unit price in the amount of $322,200.00 with staff and engineer to determine which items to be done. Motion carried.

2. Matter of emergency repair of raw water line from Red River intake
Todd Feland, asst dir. of public works, reported there was a break in raw water intake line, losing 1,000 gal/minute and because of emergency asked A/E to fix it and they developed estimated cost - intake underneath the water, intake 30 years old.

Charles Vein, A/E, reported there were three intake lines, two on Red River and one on Red Lake River, could put in new line but preferred choice is to put another pipe inside the existing pipe - 22” poly pipe pulled through and reconnected. He stated they would bring diver in to verify if pipe shifted and don’t know material of pipe, have Lunseth’s come in and do evacuation (pipe fairly close to surface) on an hourly basis. He distributed estimated cost of repair: exploratory investigation, $11,800.00; intake line repair, $68,600, surveying and engineering services, $13,000 and general conditions, $4,000, for a total of $97,400.00. He also stated that this is a temporary fix.

Moved by Klave and Lucke to declare this an emergency and authorize repair of the raw water intake line. Motion carried.
