CITY OF GRAND FORKS - BOARD OF EQUALIZATION
May 17, 1999
The city council of the city of Grand Forks, north Dakota was called to meet at the Board of Equalization in the city council chambers on Monday, May 17, 1999 at 7:15 p.m. with Mayor Owens presiding. Present at roll call were Council Members Brooks, Polovitz, Lucke, Hamerlik, Bouley, Glassheim, Carpenter, Lunak, Klave, Beyer, Babinchak, Bakken, Hafner, Martinson - 14; absent: none.
Mel Carsen, city assessor, reported that the Board of Equalization is really the end of their fiscal year, that the 1999 assessments are done and are ready to certify and that tonight is the formal protest from property owners who might not agree with their valuation. He reported that the council members each had a report in front of them prepared by the assessor’s office which shows the increases and decreases in various valuations for various classes of property, and that the comparison they see in Exhibit I indicates that the overall valuation is anticipated to raise by about 7.5% over last year’s valuation. Page 2 shows where the increases and decreases are coming from - whether new construction, annexation, etc. and the remaining flood damage that still exists in homes and commercial properties, approx. 3900 properties still flood damaged totaling almost $1 million in taxable value. Page 3 shows numbers expressed in market value terms rather than taxable values. He stated that would indicate that there’s about $21 million of flood damage still remaining in residential and commercial properties.
RECEIVE PROTESTS ON ASSESSED VALUATION
OF PROPERTY
The city auditor presented three written protests;
1) Robert J. LaBine for 4732 River Oaks Circle, River Oaks Addition, Lot 9.
2) Norby Work Perks, 11, 12 and 13 South 4th Street
3) Property at 1165-C South Columbia Road, Property No. 1810.005.12, Greg M. Frojker.
Mayor Owens asked if there were individuals in the audience who had protests/comments to present, to submit their names and properties, and that these items would be referred to the finance committee for consideration:
1) Leslie Klevay, 223 27th Avenue South, submitted protest in writing.
2) Mr. Youngberg stated he and his partner would like to protest the increase in valuation of properties at 2509 South 18th Street and 2513 South 18th Street.
3) Todd Powell, 1511 North 42nd Street
It was moved by Council Members Klave and Bouley to refer these protests to the finance committee. Carried 14 votes affirmative.
Mr. Carsen suggested that they hear these protests by the finance committee on the 1st of June, which is a regular finance committee meeting and be heard by the Board of Equalization on June 7.

It was moved by Council Member Babinchak and seconded by Council Member Hafner that the Board of Equalization recess to and reconvene on June 7, 1999 at 7:30 p.m. Carried 14 votes affirmative.
