PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
September 23, 2002

The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in City Hall on Monday, September 23, 2002 at the hour of 7:00 o’clock p.m. with Mayor Brown presiding, pursuant to call by Mayor Brown which was served on all members on September 19, 2002. Present at roll call were Council Members Brooks, Hamerlik, Glassheim, Gershman, Christensen, Kerian, Kreun - 7; absent: none.

Mayor Brown announced that when addressing the committee to please come forward to use the microphone for the record, and advised that the meeting is being televised live and taped for later broadcast.

AWARD BIDS FOR PROJECT NO. 4948.4, GFWTP
SITE IMPROVEMENTS PART A, RESIDUALS PUMPING
STATION

The staff report from the engineering department relating to consideration of bids for city Project No. 4948.4, Grand Forks Water Treatment Plant Site Improvements Part A: Residuals Pumping Station, with recommendation to approve award of a contract or contracts to the lowest responsible bidder(s) from bid opening held on September 5, 2002. A copy of the bid tabulation was submitted by the consulting engineer, Advanced Engineering & Environmental, Inc.

It was moved by Council Member Kreun and seconded by Council Member Kerian to approve the recommendation and award the bids as follows:
General/Mechanical contract to Construction Engineers, Ltd. $ 560,100.00
Electrical construction contract to Samson Electric, Ltd. 110,876.00
contingent upon approval by the North Dakota Department of Health.

Council Member Gershman raised question relating to what part of the system is reusable; Nate Weisenburger, project manager with Advanced Engineering and Environmental Services, Inc. stated that the parts of the project that could be reusable - that they are installing two segments of the forcemain with the transmission line project and that segment could be used as a supplemental raw water line, and there is a forcemain from the future water treatment facility site in the proximity of the Grand Forks Wastewater Plant and there is potential to use that segment of forcemain as well in the future.

It was noted that the engineer's estimate was $960,000 for the combined bid.

Upon call for the question on the motion to award and upon roll call the following voted "aye": Council Members Brooks, Hamerlik, Glassheim, Gershman, Christensen, Kerian, Kreun - 7; voting "nay": none. Mayor Brown declared the motion carried and the contract awarded.

APPROVE APPLICATION FOR EXEMPTION OF
IMPROVEMENTS TO RESIDENTIAL BUILDING AT
2514 SOUTH 10TH STREET

The staff report from the assessing department relating to application for exemption of improvements to residential building at 2514 South 10th Street, with recommendation to grant exemption on the increased value due to remodeling years, and consider an exemption on the new addition and new attached garage.
Mel Carsen, city assessor, reported that this matter had been included on the committee of the whole two weeks ago and on the city council last week and was approved but it is unclear based on his recommendation of what was approved. He stated he had intended for the city council to address the matter of the additions, if they were to be exempt or not, and that the feeling of the committee of the whole was that they should have been exempt along with the remodeling, however, there was no motion to that effect and brought back before council for clarification.

It was moved by Council Member Gershman and seconded by Council Member Kreun that the application for exemption of the remodeling, along with the additions, be approved. Upon roll call the following voted "aye": Council Members Brooks, Hamerlik, Glassheim, Gershman, Christensen, Kerian, Kreun - 7; voting "nay": none. Mayor Brown declared the motion carried.

It was moved by Council Member Gershman and seconded by Council Member Kerian that we adjourn. Carried 7 votes affirmative.
