Others attending: Terry Hanson, Keith Lund, Peggy Kurtz, John Schmisek, Al Grasser, Scott Zainhofsky, Dennis Potter, Rick Duquette, Lt. Bryron Seibert.

1. Discussion of the allocation of CDBG program income.
Terry Hanson, Urban Development, reported that Keith Lund had distributed copies of results of meeting that they had with the Citizens Advisory Committee and asked that they review that along with the staff's recommended funding level for each project. He also noted that the Citizens Advisory Committee spent two meetings reviewing the 23 applications at the bottom of the page, and reviewed the selection process - the members go through the applications and rank as yes (additional consideration) or no (not to be funded), and if application receives 60% of the vote they were referred for further consideration and if did not receive 60% of the vote they were not considered beyond that. A listing of the applications that didn't receive the 60% were listed on the ranking sheet. The process for the remaining applications was that each member of the CAC ranked projects with 1 through 13 and 1 being first priority for funding, added numbers together and lowest number is what ranked first, etc. The CAC did a good job, but one concern was ranking of Property Management for the property that the City owns, and that staff feels that is a project that should be funded - that if don't fund it through this process have to fund it through general fund or other city fund, and is something that has to be done as property has to be maintained.

Hamerlik stated that this committee is making an evaluation of its own but when ask a committee to do it, shouldn't be asking them unless we can be assured that we won't do much changing and in the future might consider that if there are mandatory projects that we have, subtract that out early and fund that on our own. Mr Hanson stated that it is ranked and is included in staff's funding recommendation.
