MINUTES -COMMITTEE OF THE WHOLE
Monday, October 21, 2002 - 7:00 p.m._______

The city council met as the Committee of the Whole on Monday, October 21, 2002 at 7:00 p.m. in the council chambers in City Hall with Mayor Brown presiding. Present at roll call were Council Members Brooks, Hamerlik, Glassheim, Gershman, Christensen, Kerian, Kreun - 7; absent: none.

Mayor Brown announced that when addressing the committee to please come forward to use the microphone for the record, and advised that the meeting is being televised live and taped for later broadcast.

2.1 Storefront Program applications.
Council Member Glassheim stated they wanted to act on this matter as quickly as possible and not controversial and unanimously approved by the sub-committee and to get this matter before the committee of the whole and then followed with action by the city council.

Terry Hanson, Urban Development, reported that earlier this year the city council began a storefront program and after the first round they had a remaining balance of approx. $72,000 and it was the decision of the council to initiate a second round of funding, that round was advertised in the paper and they received 5 applications and they were on the same property, Grand Cities Mall; the applications were sent to the committee members and were reviewed, each application is for $10,000 with 4 aps. for actual storefronts for 4 new businesses and the 5th application is for the east entrance of the Sears wing of the mall entrance, aps. meet the criteria of the program. The applicant, Grand Cities Mall, matches the storefront grant two to one and each storefront has a minimum cost of $30,000.

Glassheim stated there was testimony that not only would this enhance the mall but were hoping for fallout effect over the next year or two from surrounding areas and hope it will ramify onto South Washington Street.

It was moved by Council Member Hamerlik and seconded by Council Member Kerian to adjourn. Carried 7 votes affirmative.
