CITY OF GRAND FORKS - BOARD OF EQUALIZATION
May 19, 2003

The city council of the city of Grand Forks, North Dakota was called to meet at the Board of Equalization in the city council chambers on Monday, May 19, 2003 at 7:00 p.m. as required by the North Dakota Century Code, with Mayor Brown presiding. Present at roll call were Council Members Brooks, Hamerlik, Gershman, Kerian, Kreun - 5; absent: Council Members Glassheim, Christensen - 2.

Mayor Brown announced that anyone wishing to speak to an item may do so by being recognized prior to a vote being taken on the matter, and advised that the meeting is being televised.

Mayor Brown stated he needed to recognize the 4th Grade essayists in our audience, that every year he has the pleasure of hearing their essays at the Senior Center, that every year the service providers for Seniors sponsors an essay contest for 4th graders on the theme of "my favorite older person" and attended the award ceremony this week and invited the winners to join us tonight and be recognized by the community. The 4th graders attending came to the podium and stated their name and the name of their favorite older person, and that as they leave Mr. Haga will give you a city pencil so they can keep writing these essays.

APPROVE REDUCTION IN VALUATION OF PROPERTY AT
3119 WEST ELMWOOD DRIVE

The staff report from the assessor's office relating to the protest of the assessor's 2003 value by Robert C. Soule, 3119 West Elmwood Drive, with recommendation that the value be reduced from $184,100 to $181,000.

It was moved by Council Member Hamerlik and seconded by Council Member Kreun that this recommendation be approved.

Council Member Kreun noted that the assessing department mailed out approximately 4300 letters to property owners and only 4 protested the valuations, and that he and Council Member Hamerlik were on the committee for the Board of Equalization to analyze these are the recommendations that will come forward from their meeting.

Upon call for the question and upon voice vote, the motion carried 5 votes affirmative.

APPROVE REDUCTION IN VALUATION OF PROPERTY OWNED
BY ANN SMITH

The staff report from the assessor's office relating to the protest of the 2003 assessor's value by Ann Smith (address withheld at request of property owner), with recommendation to reduce the valuation from $73,400 to $53,700.

It was moved by Council Member Gershman and seconded by Council Member Kreun to approve the recommendation. Carried 5 votes affirmative.

APPLICATION OF PROTEST ON PROPERTY AT 4732 RIVER
OAKS CIRCLE WITHDRAWN

The letter of protest by Sarita Bansal, 4732 River Oaks Circle, was withdrawn.

UPHOLD ASSESSOR'S VALUATION OF PROPERTY AT
300 NORTH 5TH STREET

The staff report from the assessor's office relating to the protest of 2003 assessor's value by Robert Pernai with Flanagan/Bilton for Executive Corners Office Building at 300 North 5th Street, with recommendation to uphold assessor's value of $205,500.

It was moved by Council Member Gershman and seconded by Council Member Hamerlik that this recommendation be approved. Carried 5 votes affirmative.

CERTIFY ASSESSMENT TO COUNTY AUDITOR

It was moved by Council Member Brooks and seconded by Council Member Gershman that the tax rolls as presented by the city assessor and equalized by the Board of Equalization be and are hereby certified to the county auditor, Grand Forks County North Dakota. Upon roll call the following voted "aye": Council Members Brooks, Hamerlik, Gershman, Kerian, Kreun - 5; voting "nay": none. Mayor Brown declared the motion carried and the assessments certified.

It was moved by Council Member Gershman and seconded by Council Member Brooks that we adjourn sine die. Carried 5 votes affirmative.
